SUBJECT: ADOPTION OF AN ORDINANCE FOR A FRANCHISE IN FAVOR OF SFPP, L.P. (SECOND READING)

RECOMMENDATION:
That the City Council, by Ordinance, grant a franchise to SFPP, L.P., a Delaware limited partnership (SFPP), to maintain and operate a pipeline for the transportation of oil, petroleum, gas, gasoline, or other hydrocarbon substances, excluding natural gas, or water in various streets in the City of Anaheim.
DISCUSSION:
On September 26, 2023, following a public hearing, the City Council introduced an ordinance for the franchise with SFPP to maintain and operate a pipeline for the transportation of oil, petroleum, gas, gasoline, or other hydrocarbon substances, excluding natural gas, or water in various streets in the City of Anaheim and determined that the proposed Ordinance is exempt from California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 1503 (existing facilities) of Title 14 of the California Code of Regulations as the franchise is being issued on an existing pipeline.
Pursuant to the provision of the new franchise, SFPP will continue to operate and maintain the existing pipeline in accordance with local, state, and federal guidelines, which provide the necessary safety measures for the citizens of Anaheim. SFPP will be required to pay an annual franchise fee of approximately $14,800.
IMPACT ON BUDGET:
The revenue from the franchise agreement would be deposited in the General Fund.
