CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: OCTOBER 17, 2023
FROM: POLICE DEPARTMENT
SUBJECT: AGREEMENT WITH KIM TURNER LLC TO PROVIDE

TRAINING SERVICES
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive Council Policy 4.1, and approve the agreement between the City of Anaheim and Kim Turner LLC, in an amount not to exceed $57,000, for training services; and authorize the Chief of Police, or designee, to execute the agreement and any future amendments with non-substantive changes to the agreement, as determined by the Office of the City Attorney.

DISCUSSION:

The Anaheim Police Department Records Section has experienced a significant staffing shortage over the last several years. This issue has led to problems with hiring, training, and retention, severely impacting the knowledge and efficiency of the Records Section.

The staffing shortage has led to unprecedented backlogs of work. A study and analysis conducted by Matrix Consulting Group concluded the Records Section has a multi-year backlog of work. The study also noted the need to develop a comprehensive training manual and training program for new hires. Due to the lack of experienced personnel available to dedicate time to creating a training manual and training program, the consultant recommended hiring an outside expert to assist in developing the training materials.

Kim Turner LLC will provide consultant services to include the development of a standardized training manual. Kim Turner LLC will also develop and conduct training courses for Records Section supervisors and training personnel to improve the knowledge and efficiency of the Police Records Section and positively influence the success and retention of newly hired Records personnel. Kim Turner LLC is currently contracted to provide general leadership and career success training for the Police Department’s professional civilian staff and has provided the same training in the past.

Kim Turner LLC will:
 Conduct Sit-alongs
 Interviews
 Review operational processes
 Observe work daily workflows
