CITY COUNCIL AGENDA REPORT
City of Anaheim

FIRE & RESCUE DEPARTMENT
DATE: OCTOBER 17, 2023
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: APPROVE AGREEMENT WITH RANCHO SANTIAGO

COMMUNITY COLLEGE DISTRICT
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve a Standard Inter-Agency Instructional Services Agreement (ISA) between Rancho Santiago Community College District and the City of Anaheim for a five-year term for reimbursement for fire service training provided by Anaheim Fire & Rescue personnel at a not to exceed amount of $234,500 per fiscal year; and authorize the Fire Chief, or designee, on behalf of the City, to execute the agreement and any future amendments with non-substantive changes to the agreement as determined by the Office of the City Attorney.

DISCUSSION:

The Santa Ana College Fire Technology Department, part of the Rancho Santiago Community College District (RSCCD), provides training for firefighters in subjects including emergency medicine, wellness, and incident command. Qualified instructors from RSCCD and Anaheim Fire & Rescue serve as instructors for these courses. The ISA between RSCCD and the City of Anaheim will result in registering approximately 128 students annually in the Santa Ana College Fire Technology ISA program. Due to Anaheim employees partnering with the community college district for these various classes, Anaheim Fire & Rescue is eligible for reimbursement as part of the average daily attendance program. The fee to be paid by the district is $3.50 per student contact hour, not to exceed 67,000 contact hours or $234,500 per fiscal year.

In October 2018, the City Council approved an agreement with RSCCD for a five- year term. This new agreement will take effect upon expiration of the agreement set to terminate in October 2023. This will continue our relationship with RSCCD that has been ongoing for over 15 years.
