CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: OCTOBER 17, 2023
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: COOPERATIVE AGREEMENT AND RIGHT-OF-WAY
AGREEMENT WITH FOOTHILL/EASTERN
TRANSPORTATION CORRIDOR AGENCY FOR THE SR-241/91
EXPRESS CONNECTOR PROJECT
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve the Cooperative Agreement and the Right-of- Way Acquisition Agreement (Agreements) with the Foothill/Eastern Transportation Corridor Agency (TCA) for the SR-241/91 Express Connector Project (Project) for the use of and for the effects of a temporary detour on Santa Ana Canyon and acquiring a permanent subsurface footing easement; authorize the Public Works Director to execute the Agreements; approve a Permanent Subsurface Footing Easement (Easement) and authorize the Mayor to execute the Easement and direct the City Clerk to release the Easement to TCA; and increase the Department of Public Works revenue and expenditure budget by $82,881 in the appropriate fiscal year.
DISCUSSION:
The SR-241/91 Express Connector is a multi-agency collaboration that improves connectivity and provides a seamless, free-flowing connection between two tolled facilities. TCA continues to work with its partners the California Department of Transportation, Orange County Transportation Authority, Riverside County Transportation Commission, and adjacent cities. The SR-241/91 Express Connector will provide a direct connection between the SR-91 Express Lanes and the SR-241 Toll Road. The Project will improve traffic flow in the general-purpose lanes on SR-91 and decrease peak-period congestion on the northbound SR-241 Toll Road. The project’s planned construction is aligned with other improvements in the area, including the SR- 15/91 Express Lanes Connector, SR-91 Corridor Operations Project and the SR-71/91 Interchange Project.
This Cooperative Agreement between Anaheim and TCA outlines the respective roles and responsibilities and stipulates that TCA will be the sponsor and funding agency to manage and administer of the Project. TCA in cooperation with Caltrans, developed a detour plan that utilizes a temporary eastbound off-ramp at Santa Ana Canyon Road to divert traffic along both lanes of Santa Ana Canyon Road to the existing Gypsum Cooperative Agreements with the Foothill/Eastern Transportation Corridor Agency for the SR-241-91 Express Connector Project October 17, 2023
Canyon local interchange. The detour plan would be in effect during the nighttime closures, estimated at 39 non-consecutive nights, with two-way traffic on Santa Ana Canyon Road re- established daily after the conclusion of the nighttime closure. TCA will provide the City with a payment of $82,381 for use of and for the effects of a temporary detour on the roadway in the areas designated for the Santa Ana Canyon Road detour. Also, TCA is acquiring a permanent subsurface footing easement for a bridge footing for $500.
The City will collaborate and cooperate with OCTA on the Project and attend project meetings, review and approve project documents and inspect construction activity within city right-of-way.
City staff resources for coordination and support to complete the Project will be recovered through the permitting process which TCA is paying for directly and not through the Agreements.
IMPACT ON BUDGET:
Approval of the Agreements would increase the Department of Public Works revenue and expenditure appropriations by $82,381 in restricted transportation funds.
Respectfully submitted,
Rudy Emami
Director of Public Works
