GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, ratify an Agreement with Kimley-Horn and Associates (Agreement), in the amount not to exceed $124,873.43, for professional consulting services for the design of the Protected Left-Turn Phasing Traffic Signal Improvements Project (Project) as executed by the Director of Public Works, and authorize the Director of Public Works, or designee, to take any and all actions as are necessary to implement and administer the Agreement.
DISCUSSION:
The Department of Public Works submitted a grant application to the California Department of Transportation (Caltrans) under the Highway Safety Improvement Program (HSIP) Cycle 10 for the Project. The HSIP is a core federal-aid program with the purpose to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned public roads. Caltrans makes this state-aid or federal-aid available to local government agencies based upon results of statewide competition.
In March 2021, the City was awarded $1,216,100 in state grant funds for this Project.
The City of Anaheim staff submitted a grant application that identified four intersections (Western Avenue at Ball Road, Western Avenue at Orange Avenue, Dale Avenue at Orange Avenue, and Manchester Avenue at Broadway) that showed an elevated risk of collisions.
On February 1, 2023, a Request for Proposals to design the Project was publicly posted on PlanetBids and the City’s website; eight professional engineering firms submitted proposals. In accordance with the federal and state procurement process, a review committee conducted an evaluation of each firm’s qualifications and ranked the proposals as follows:
