Page 2 of 2 ends

Bidders were asked to bid hourly labor rates to install data, telecommunications, and optical fiber cabling and provide fixed mark-up percentage costs on Belden, Corning, and other manufacturer’s cable products. This procurement will address the need to replace aging equipment and perform preventative maintenance and cabling modification requests, including but not limited to adding, moving, or changing cable and components that connect telephone and networked computers and peripherals.

To ensure readily available parts and services and to mitigate downtime throughout the City, staff recommends establishing agreements with three contractors. Multiple agreements will allow the Information Services Division the ability to ensure continuous support while securing competitive pricing. Veterans Communication Services, Inc. will be the primary supplier due to their competitive pricing offer; however, the other two contractors may be used based on availability and the urgency of a particular project.

Staff’s recommendation of a not to exceed amount of $275,000 will cover the low bid amount of $239,821.08 for Veterans Communications Services, Inc., in addition to any services performed by All-Pro Communication Technologies, Inc., and Radonich Corp DBA Cal Coast Telecom. City staff will manage the agreements, and pricing for each project will be based on the time and materials pricing provided in each bid.

The initial term of the three agreements will be for a one-year period with up to four one-year optional renewals. Pricing is fixed for the initial one-year base period except for increases in the California Department of Industrial Relations (DIR) prevailing wage determination rates for Orange County, California. Should prevailing wage rates change within the first year, a price change may be granted on a dollar-for-dollar basis. Pricing for the renewal periods will be negotiated each year but may not exceed the changes in the applicable Consumer Price Index or the DIR’s prevailing wage determinations, whichever is greater. The contractor will be required to submit adequate documentation to justify any requested price increases.

IMPACT ON BUDGET:

Sufficient funds are available in the Finance Department’s Fiscal Year 2023/24 budget.

Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
John Vasquez Debbie Moreno
Acting Purchasing Agent Finance Director/City Treasurer
