CITY COUNCIL AGENDA REPORT
City of Anaheim
POLICE DEPARTMENT
DATE: OCTOBER 24, 2023
FROM: POLICE DEPARTMENT
SUBJECT: FISCAL YEAR 2023 ENHANCED COLLABORATIVE MODEL
TASK FORCE TO COMBAT HUMAN TRAFFICKING
GRANT PROGRAM
ATTACHMENT (Y/N): YES ITEM # 16
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, ratify the submission of the grant application and authorize the Chief of Police or his designee, to accept a grant award on behalf of the City of Anaheim from the U.S. Department of Justice, Office for Justice Programs (OJP), to participate in the Fiscal Year 2023 Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking Grant Program; and authorize the Chief of Police or designee, to execute all grant agreements and other required documents, and take any actions necessary to implement such grant agreements and other required documents; and increase the Police Department’s FY 2023/24 revenue and expenditure appropriations by $750,000.
DISCUSSION:
The U.S. Department of Justice OJP has approved the City’s application for funding under the Fiscal Year (FY) 2023 ECM Task Force to Combat Human Trafficking Grant Program in the amount of $750,000. The FY 2023 ECM Task Force to Combat Human Trafficking grant award covers up to 75% of funds to support an enhanced anti-human trafficking law enforcement task force and victim service model designed to identify, rescue, and assist victims of human trafficking. There is a 25% in-kind match requirement which will be achieved through the Human Trafficking Task Force Sergeant training salary. The Anaheim Police Department (APD) partners with the California Highway Patrol, the Santa Ana Police Department, and the Irvine Police Department to provide a comprehensive approach to combating all forms of human trafficking in Orange County. In concert with victim service organization, Waymakers, this enhanced collaborative model includes the provision of services and support to victims of these serious crimes upon their rescue and as they begin to rebuild their lives.
As the lead agency of the Orange County Human Trafficking Task Force (OCHTTF), APD will serve as the grant coordinator, allocating these funds to further expand the capabilities of the OCHTTF to identify, locate, and rescue victims while bringing traffickers to justice. This grant will support the expanded operations of the OCHTTF with funding for approximately 1,000 annual hours of overtime from Task Force Fiscal Year 2023 ECM Task Force to Combat Human Trafficking Grant Program October 24, 2023
members and other sworn officers. In addition to overtime funding, the grant will further support the OCHTFF with additional funding for investigative equipment and ongoing training for members of the task force to ensure their proficiency and efficiency in investigating human trafficking cases in Orange County.
IMPACT ON BUDGET:
This action will increase the Police Department’s FY 2023/24 revenue and expenditure appropriations in the Law Enforcement Grants Fund by $750,000. The 25% in-kind match requirement will be fulfilled by the Human Trafficking Task Force Sergeant salary budgeted in the General Fund.
Respectfully submitted,
Rick P. Armendariz
Chief of Police
