CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: OCTOBER 24, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR LANDSCAPE MAINTENANCE

ATTACHMENT (Y/N): NO ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, accept the bid from Landscape West Management Services, Inc., in the amount of $684,960 plus a 20% contingency, to provide landscape maintenance services covering West-Center and West areas of the City for a one-year period with up to four one-year optional renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid #9719.

SGD Enterprises $ 1,340,537.76

The bid was based on a fixed monthly cost for landscape services to maintain two separate areas spread over the West-Center and West portions of the City, covering a total of 108 individual work sections. These services include, but are not limited to, the maintenance of plant materials, turf areas, irrigation systems, litter control, mowing, edging, pruning, watering, fertilizing, mulch replacement, weed and pest control, parkways, medians, and tree wells. Bidders were allowed to submit a bid for one or both areas, encouraging greater competition. Agreements were to be awarded to bidders who were the lowest responsive bidders for each area. Landscape West Management Services, Inc. provided competitive pricing for both areas, therefore the award is recommended accordingly.

The term of the agreement will be for a one-year period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period. The renewal periods shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index (CPI) for the Los Angeles-Long Beach-Anaheim areas for the most recent available 12-month period. Increases in direct labor shall also be negotiated limiting any change to the CPI and the actual amount of any increase in the prevailing wage.

The 20% contingency is recommended to provide the ability to address any unforeseen service requirements that may arise during the term of the agreement.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2023/24 Right of Way general fund budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
John Vasquez Rudy Emami
Acting Purchasing Agent Director of Public Works
