Upon review of the California Code of Regulations (CCR), staff recommends the City Council determine that the Project is categorically exempt from CEQA pursuant to Sections 15301, Class 1, and 15302, Class 2, of Title 14 of the CCR. Section 15301 allows for the repair, maintenance, or minor alteration of existing public improvements and Section 15302 allows for the replacement or reconstruction of existing improvements that will be in the same site and will have substantially the same purpose and capacity. The proposed improvements will repair and restore the existing concrete located within existing street right-of-way with no expansion of capacity. Staff will file CEQA Notice of Exemption (NOE) upon approval by City Council.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This project is not covered “Project Work” as defined in the CWA the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions. The scope of the project does not meet the definition of “Project Work” as defined in the CWA; therefore, this project is exempt.
