GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council by Resolution:
1. Ratify the submission of the grant application and authorize the Chief of Police, or designee, to accept a grant award, in the amount of $6,104,863, on behalf of the City of Anaheim from the Board of State and Community Corrections (BSCC) to participate in the FY 2023 Organized Retail Theft Prevention Grant Program; and

DISCUSSION:
The Board of State and Community Corrections have approved the City's application for funding under the Fiscal Year 2023 Organized Retail Theft Prevention Grant Program in the amount of $6,104,863. The grant provides funding for a dedicated Organized Retail Theft (ORT) Task Force in response to the drastic 47% spike in ORT crimes occurring in Anaheim over the last 18 months. The Task Force will increase the number and intensity of ORT investigations by 500% with the development of a new six-person dedicated ORT Task Force that will conduct high-intensity investigations in Anaheim.
The new Task Force will be staffed by one Sergeant (Project Manager, existing PD position newly dedicated to the Task Force), three Detective Police Officers, one Criminal Research Specialist position, and the existing single Detective who is currently working ORT in Anaheim. The Project Manager will be Anaheim Police Department’s Investigation Division’s Burglary and Auto Theft Detail Sergeant.
FY 2023 BSCC Organized Retail Theft Prevention Grant Program October 24, 2023
The ORT Task Force will be supported by approximately 2,500 annual hours of overtime from Task Force members and other sworn officers. This project will significantly increase the focus on ORT in Anaheim from one Full Time Equivalent (FTE) to 5.25 FTEs of dedicated staff. The grant will fund at least four positions assigned to the task force for three years, covers training equipment and supplies, including two DJI Matrice 30T drones, to conduct high-intensity ORT investigations in coordination with the Orange County District Attorney's (OCDA) Office, California Highway Patrol (CHP), and others. The ORT Task Force will provide a monthly outreach initiative to retailers, training to retail staff and loss prevention officers, along with a public outreach and awareness campaign via Anaheim's social media channels and websites, and regular press releases to mark Task Force progress and success. The Police Department will issue a Request for Quotes (RFQ) to local community colleges and universities to partner with and allocate ORT grant funding to conduct data collection and evaluation of services and activities performed under the grant. The performance of the grant will be monitored via monthly meetings during which time the Evaluator and Crime Analyst will collect project data for quarterly interim progress and financial reports to the BSCC.
IMPACT ON BUDGET:
The Police Department’s Fiscal Year 2023/24 revenue and expenditure appropriations will be increased by $2,256,613 in the Restricted Law Enforcement Grant Fund for the first year of the program. There is no local match requirement.
Respectfully submitted,
Rick P. Armendariz
Chief of Police
