DISCUSSION:
The City of Anaheim partnered with the Superior Court of California, County of Orange for the Firearm Relinquishment Grant Program application established under California Assembly Bill 178. The proposed 2-year Domestic Violence (DV) program with reduced scope will provide overtime for Anaheim Police Department (APD) staff to assist the Court with enhancing court procedures for processing DV firearms/ammo relinquishment non-compliance cases, domestic violence temporary restraining orders (TROs), or a permanent restraining orders (ROs) involving firearms. APD staff will support the development of a process for compliance review to ensure timely firearm relinquishment which may also include updating existing procedures within the department. APD staff will investigate and enforce court orders for firearm and ammo relinquishment which may also include conducting field work, establishing community alliances with businesses for an easy firearms relinquishment process, reviewing and researching non-compliance cases, identifying and notifying the Court of case compliance and non-compliance, and working with other Orange County agencies as necessary. Funding will also cover postage to mail non-compliance letters, printing training material and handouts to provide guidelines on how and where to relinquish weapons for the public, and allowable travel expenses to attend approved conferences.
The program will leverage technology to improve communication between the court and law enforcement agencies (LEA), establish best practices/education for program staff, and the development of various community outreach activities and public education tools.
