Section 2 – Background and Project Understanding
The City of Anaheim historically divides the entire sewer service area into three major basins and studies each individually via a sewer master plan project, conducted approximately every five years. The City’s latest Central Anaheim Sewer Master Plan (CASMP) was completed in December 2017 by Psomas. This project will be an update to the 2017 study.
The Central Anaheim sewer area is about 18 square miles and is generally bounded by Euclid Street on the west, Chapman Avenue on the south, the Santa Ana River on the east, and the 91-Freeway on the north. The sewer system consists of about 1.4 million feet of pipe and provides sewer service to approximately 160,000 people. The tributary land uses are a mix of residential, commercial, and industrial uses including the Anaheim Resort (Disneyland, California Adventure,
AKM Proposal 23-1063 Proposal-7
Central Anaheim Sewer Master Plan
Anaheim Convention Center, Anaheim Garden Walk) and Platinum Triangle (Angel Stadium, Honda Center, Grove of Anaheim).
The CASMP is primarily a capacity analysis of the sewers within the Central Anaheim area. The hydraulic model will be updated to include all sewer pipes that were not included in 2017 and all existing and estimated future sewer load contributions. Inflow and infiltration will be evaluated if wet weather flow data can be captured during the flow monitoring period. If wet weather is not captured during the project period, recommendations for wet weather criteria will be made so that the system’s wet weather capacity can be evaluated. This is a requirement per the newly adopted Statewide Waste Discharge Requirements (WDR), Order WQ 2022-0103-DWQ.
All improvement recommendations will be prioritized, and cost estimates will be provided. The sanitary sewer impact fees and the financial implementation plan will be updated following the completion of the CASP.
Section 3 – Scope of Work
Our approach to the work is based upon our extensive experience in delivering high quality work within schedule and budget. The flow chart illustrated on Figure 1 includes the key elements of a sewer master plan study. Not all tasks shown in the flow chart, such as condition assessment of the gravity sewer system , are included in this proposal, but are provided to show the elements of a complete sewer master planning project.
Phase I – Prepare a Correction and Revision to the Central Anaheim Sewer Master Plan Task I.1 – Project Management
Project management activities ensure adherence to schedule and budget, communication between AKM and the City, and implementation of an effective quality assurance/quality control (QA/QC) program will include the following:
Kickoff meeting to establish lines of communication, review scope of work, data requests, and schedule, discuss the City’s expectations, and gain insight into specific issues. Project meetings as needed, with prepared agendas and follow-up meeting minutes. Initially, project meetings may occur bi -weekly as data is being collected. We have found that this keeps the project moving as the project team is kept up to date on data needs as well as initial tasks. At a minimum, project status meetings will occur monthly. Project meetings are planned to be virtual unless requested by the City to be in-person. Meetings will be scheduled after all deliverables and milestones throughout the project Contact all agencies that may be involved in the project and coordinate with them Prepare monthly progress reports with list of all tasks, budgets, percent complete, and hours charged to each task. The project schedule will be updated as needed and sen t with the monthly progress reports, along with an updated data requests list for the City’s reference AKM staff will meet internally throughout the project. The planning group meets weekly to discuss project status and needs. Schedules and budgets are r eviewed during these meetings to ensure both remain on track.
AKM staff will review all work conducted by subconsultants for quality and completeness.
Revisions to work will be requested as needed.
Submittals will be reviewed by the Project Manager and P rincipal-in-Charge prior to being submitted to the City.
Task I.2 – Data Collection and Review
We will compile a list of data requests that have not already been provided during the proposal process and present it at the kickoff meeting. As the project progresses, we will update the data request list (shared Google Sheet). The da ta anticipated to be reviewed includes 2017 Central Anaheim Sewer Master Plan, Sewer System Management Plan, Financial Implementation Plan,
AKM Proposal 23-1063 Proposal-8
Central Anaheim Sewer Master Plan
General Plan, land use data, housing data, population data, historical flow monitoring and water billing data, Sewer GIS, Sewer model, Sewer As-builts, etc.
The primary goal of this task is to collect all relevant and recent information to provide an accurate basis for developing the sewer model and updating the Central Anaheim Sewer Master Plan. The data request list will be documented in a spreadsheet format, indicating the following in separate fields: data description, responsible person, date of request, estimated date needed, date received, data file name if applicable, and comments.
Task I.3 – Model Geometry
The hydraulic model will include all City owned sewer pipes (excluding laterals and private lines), manholes, large point source flows and tributary area boundaries.
The typical model information needed is as follows:
1. For pipes – unique ID, upstream and downstream manhole ID, pipe diameter, length, upstream and downstream invert elevations, slopes, installation year, and material
2. For manholes – unique ID, diameter, rim elevation
Existing Model - The existing sewer system network from the City’s existing model will be the primary basis for the geometry of the hydraulic model. The model file includes pipe and manhole locations, pipe size, pipe material, pipe length, pipe installation date, and flow direction. It is our understanding that approximately 30 “busts” in the existing model have been i dentified and may need to be investigated. This may require review of as-built plans, requests for survey data obtained by City staff, and/or field investigations to determine flow paths.
Existing Sewer GIS - The City’s most recent Sewer GIS file for the Central Anaheim area includes additional pipes that need to be added to the model. These areas are primarily those that were added to the Central Anaheim service area, generally located east of Euclid Street between Chapman Avenue and Lincoln Avenue. P er review of the most recent sewer pipe shapefile, there are about 650 pipes that need to be added to the model. About 500 of the pipes that need to be added do not have invert elevations and/or slope information in the GIS. We will therefore review available as-built plans for these sewers and populate the invert and slope information to use in the hydraulic model.
If the plans are not available, City staff will be requested to conduct surveys and provide the sewer invert information. If there is an available sewer model for West Anaheim, we will first review if any of the data can be extracted for use in the Central Anaheim sewer model.
Sewer Capital Improvement Projects (CIP) - We will also incorporate any Sewer Capital Improvement Projects that have been constructed but possibly not yet included in the current Sewer GIS. We will review as -built plans provided by the City and incorporate the sewer facilities into the updated hydraulic model.
Split Manholes – We will review the latest model and split m anhole information documented in the 2017 CASMP. We will confirm split manhole information with City staff and request field checks as needed. Then we will make sure the model is set up appropriately to simulate the flows downstream of the split manhole locations.
AKM Proposal 23-1063 Proposal-9
Central Anaheim Sewer Master Plan
AKM Proposal 23-1063 Proposal-10
Central Anaheim Sewer Master Plan
Task I.4 – Existing System Model Loads
We will utilize available water billing records and develop sewer return flow factors to add the sewer loads in the hydraulic model.
The City will provide historical water use data for each water meter in the Central Anaheim service area in a database format with service address. Based on GIS data, it is estimated that there are about 20,500 parcels and about 25,000 water service meters in the service area. We will geocode the water meter locations by service address and create a water meter layer in GIS. This water meter shapefile with consumption data will provide the most accurate spatial distribution of the water use and subsequently sewage generation (calculated via developed return ratios) throughout the system. We will develop sewer return ratios for each land use type so that when they are applied to the water use, it will approximately equal the average sewer flows recorded at the flow monitoring sites.
Significant Users - The 2017 SMP listed 24 significant users in the Central Anaheim sewer service area. Maximum flows on the Orange County Sanitation District (OCSD) Industrial Waste Discharge Permits were provided and input into the model as point sources. We will request updated Industrial Waste Discharge Permits from OCSD, verify and update the list of significant users. We will also compare the maximum flows to the water meter data to evaluate the reasonableness. We will then make a recommendation to the City as to whi ch significant users should be modeled using the maximum permitted flow. We will confirm with OCSD if the maximum flow represents the instantaneous maximum. If not, we will also discuss times of operation for each significant user as it will make a difference if the maximum flow occurs over 24 hours or smaller time period.
Task I.5 Diurnal Patterns
Diurnal patte rns will be developed for residential and non-residential land use types using the flow monitoring data obtained per the Phase II scope of work. We will select flow monitoring locations with primarily residential and non-residential uses in the tributary areas so that the diurnal patterns are representative of those land use types. Initially, the data from several flow monitors will be averaged t o develop one residential and one non-
residential pattern, but multiple patterns may be needed to correlate better with field conditions.
Task I.6 System Evaluation Criteria
We will review the sewer criteria used for the City’s previous sewer master plans and in the City’s current Sewer Design Manual. The newly adopted WDR (Order WQ 2022- 0103-DWQ) requires all enrollees to “ maintain the system capacity necessary to convey (1) base flows during dry weather conditions, and (2) wet weather peak flows consistent with designated local historic storms.” It is recommended that the City establish wet weather flow criteria based on flow monitoring data and or other local historic data. If wet weather data is captured by flow monitors during the master plan project, we will evaluate the data and make a recommendation for wet weather criteria.
We will discuss the criteria with the City and upon agreement, we will document the criteria used for the system evaluation in a technical memorandum.
AKM Proposal 23-1063 Proposal-11
Central Anaheim Sewer Master Plan
Task I.7 Build-Out Conditions
Future Development Loads - We will review available land use doc uments provided by City staff, such as the City land use maps, General Plan, active or current Specific Plans and Development agreements, particularly for projects such as Anaheim Garden Walk, Disneyland’s Third Gate (Park), Platnum Triangle Area, and Westgate. We will review the available documents for estimates of water use and sewage generation and evaluate the reasonableness. We will summarize our findings and discuss with the City prior to applying to the hydraulic model.
If estimates are not avail able, we will apply unit flow factors to land use types to calculate future sewage loads for the proposed developments. We will consider utilizing previously established unit flow factors (gpd/ac) as well as using water meter data for specific sites to develop more accurate factors. For instance, if the existing building square footage is known for a commercial area that is going to expand in the future, we could calculate a factor in gallons per day per square foot of building space and apply the factor to future building square footage.
Accessory Dwelling Units - We will then work with City staff to develop population projections and annual growth forecasts to be consistent with the long-range planning. It will be important to consider the trend of accessory dwelling units (ADUs) in the service area as this could increase the future sewage loads in residential areas of the system.
We will review any data the City can provide on the status of accessory dwelling units (ADUs) in the service area. We wil l discuss with the City if the number of ADUs is expected to have a significant effect on the sewage loads and if it should be accounted for in the model. If it is decided that sewage flows could significantly increase in the system because of ADUs, we wi ll develop a method to account for the additional loads in the model and evaluate the system based on the assumptions made. We will update the future loads in areas that are likely to add ADUs. It is anticipated that ADU’s would be more likely to be added in the low and medium density residential parcels. The
methodology will be proposed to and approved by the City prior to implementation. In the 2017 CA SMP build-out scenario, the residential flows were increased by 5% per dwelling unit to account for potential changes in
demographics.
Water Conservation - It is just as important to consider water conservation regulations and efforts, as the indoor water use may decrease resulting in a decrease in sewage loads. We will consider and discuss with City staff the upcoming water reduction regulation, the State Water Resources Control Board’s proposed “Making Conservation a California Way of Life ”. This regulation will modify the 2018 Conservation Legislation (Senate Bill 606 and Assembly Bill 1668). The proposed regulation will require
AKM Proposal 23-1063 Proposal-12
Central Anaheim Sewer Master Plan
further reduction in indoor residential water use to 55 gallons per person per day until January 1, 2025; 47 gallons per person per day beginning January 1, 2025 until January 1, 2030; and 42 gallons per person per day beginning January 1, 2030.
Future Sewer Facilities – We will incorporate into the future system model any planned future sewer improvement projects. These facilities will be input based on available preliminary design plans or schematics provided by the City.
Task I.8 System Capacity Analysis
We will run the existing scenario and build- out condition scenario under peak dry and wet weather conditions and identify capacity deficiencies based on the system evaluation criteria established via Task I.6. The capacity deficiency locations will be provided on a GIS based map and the results will be included in tabular format as well. The table will include data such as pipe ID, upstream and downstream manhole ID, pipe size, peak flow, depth and velocity at peak flow, depth to diameter ratio at peak flow.
We will explore options to divert flows upstream o f an identified capacity deficiency to reduce or eliminate the deficiency. We will look for alternative alignments to reduce improvement costs wherever deemed feasible and practical.
Task I.9 Existing and Build-Out Pipe Needs
The purpose of this task is to develop a list of capacity improvement projects that can be reasonably implemented by the City and that addresses all capacity deficiencies as identified by the hydraulic modeling efforts.
We will develop a comprehensive list of existing and build- out pipe needs and planning level cost estimates. The costs will be based on replacement of existing pipes with an upsized pipe and will include engineering, construction, and other contingencies. We will also provide GIS maps to show the existing pipes that are recommended for replacement and/or other recommended improvements.
We will make recommendations for further flow monitoring and/or survey of manholes to confirm the existing conditions in the location of the identified capacity deficiencies . It is assumed that City staff will install the SmartCovers and provide depth and flow information and/or conduct surveys.
Per the City’s 2019 Sewer System Management Plan (SSMP), the City conducts closed circuit television (CCTV) inspections on a 7 year cycle. Point repairs and lining of pipes is performed by contractors as needed. Replacement of pipe or repairs beyond the resources available to Public Works Operation Division are coordinated and scheduled with the City’s Engineering Division.
We will utilize flow monitoring data, survey data, CCTV inspections, and the City’s current improvement project information to improve model accuracy as well as prioritize the recommended capacity improvement projects.
A timeline will be provided for the recommended improvements based on the City’s ability to finance and administer sewer projects in the future.
Task I.10 Basin-wide GIS Map
We will develop a basin- wide GIS map with defined manageable sized basins . We will refer to the defined basins in the City’s 2006 Combined Central Anaheim Area Master Plan as a starting point and number the basins similarly. For large basins, we will create sub -basins to make them more manageable. At a minimum, the GIS map will include basin boundaries, manholes with ID, sewer pipes with flow direction, sewer pipe size, and street names.
Task I.11 Technical Memorandums
It is anticipated that the following technical memorandums (TM) will be developed throughout the master plan project and included as appendices in the Sewer Master Plan report. Each TM will

summarize the basis for calculations and assumptions made and describe methodologies utilized to complete the work.
1. Model Development (Task I.3, I.4, I.5)
2. Performance Evaluation Criteria (Task I.6)
3. Build Out Conditions (Task I.7)
4. Alternatives, Diversions and Capital Improvement Project Details (Task I.8 and I.9)
5. Flow Monitoring Locations (see Task II.3)
The TMs will be submitted electronically for City review and comment, as they are completed throughout the project. All comments will then be addressed prior to finalization of the TM.
Task I.12 Sewer Master Plan
Following a similar format to the City’s previous CASP as well as the master plans developed for East Anaheim and West Anaheim, we will develop a Sewer Master Plan report with t he primary sections listed below. The technical memorandums will be referred to for further detail on specific topics as described under Task I.11.
1. Executive Summary section addressing the key points of the Sewer Master Plan study
2. Methodology section briefly describing the study area, land uses, sewer facilities, model loads, flow monitoring, and model development
3. Collection System Evaluation section describing improvement needs and estimated costs Task I.13 Deliverables
Three (3) copies of the draft Sewer Master Plan as well as in electronic format will be provided for the City to review and provide comments. After all comments are addressed to the satisfaction of the City, we will provide the following final deliverables:
1. Twenty (20) copies of the Sewer Master Plan Report
2. Three (3) copies of the Appendices with computer input and output runs
3. Model files (including all scenarios or conditions). Model files will also be delivered at each stage of the modeling process.
4. GIS files pertaining to project and other supporting electronic documents
5. Report, appendices, maps in pdf format (reproducible) Task I.14 Model Software and Training
We will use a modeling software that fits the s tandards specified by the City in the Request for Proposal (RFP). This modeling software is Aquanuity’s AquaTwin Sewer. We will provide the City with a full floating license of the software as well as training in operation of the software for up to 4 City staff members for 8 hours. The training will be conducted by Aquanuity staff prior to the first model submittal. In addition, we will provide a training session at the end of the project to review the final model scenarios with City staff.
Phase II – Implement a Flow Monitoring Phase for the Central Anaheim Sewer Master Plan The Request for Proposal (RFP) requires that fifteen (15) flow monitors, which will become the property of the City at the end of the project, be provided. The flow monitoring equipment is required to have the following capabilities:
Utilize a satellite network or a combined satellite and cellular data for communications (not solely cellular based)
AKM Proposal 23-1063 Proposal-14
Central Anaheim Sewer Master Plan
Have no confined space entry for installation
Have high water level alarms
Provides real time data
Provides flow estimation
In response to the RFP requirements, we propose to provide and utilize SmartCover SubSonic System. This is the only equipment on the market that uses satellite communications to relay level data and does no t require confined space entry for installation.
The SmartCover SubSonic System has full dynamic range of a manhole with visibility from the bottom of the channel to the cover. The sensor is engineered to function in wet, humid, corrosive conditions and t he patented design combines the accuracy of an ultrasonic sensor with a wide range of pressure sensors. The combination allows measurement of water level beyond the point when the sensor becomes submerged.
Flow estimation is conducted utilizing the pipe diameter, design slope, measured depth and Manning’s Equation. The SmartCover system only measures depth and not velocity, therefore the “flow estimation” is not as accurate as “flow calculations” provided by other flow monitoring equipment. The City stat ed in the pre -proposal meeting that they understood that they might be sacrificing accuracy of flow data due to the requirements outlined in the RFP. The SmartCover equipment will be in place for a minimum of 90 days for the Sewer Master Plan project before being removed and turned over to the City for their use.
In addition to the SmartCover flow monitoring, we will utilize ADS Environmental to install five (5) flow monitors that measure both depth and velocity and utilize the data to calculate flow. We will compare the flow data to the SmartCover flow estimation to validate the data. The ADS flow monitors will be in place temporarily for 90 days and will be strategically located adjacent to one of the SmartCover meter locations in an attempt to capture relatively the same flow for comparison purposes. The ADS equipment cannot be placed in the same exact manhole as the SmartCover equipment.
Task II.1 Develop Flow Monitoring Plan
We will develop a flow monitoring plan that strategically places monitors throughout the Central Anaheim service area. The monitor location will be selected for developing unit flow factors and diurnal patterns, overall checks of larger sub -basins, and/or check of flow split locations. We will review the manholes monitored in 2012 and use it as a starting point. We will make recommendations for alternate locations as needed.
The flow monitoring plan will include a description of the following:
Map and detailed list of location of flow monitors
Requested assistance of City staff (i.e. cleaning of sewers prior to flow monitor installation) Schedule for installation of monitoring equipment and training for City staff Traffic control requirements for each location if beyond what is required by the Work Area Traffic Control Handbook (WATCH)
Schedule for calibration of the monitoring equipment
Task II.2 Traffic Control Planning
All traffic control will be conducted per the latest edition of the Work Area Traffic Control Handbook (WATCH). We will select the flow monitoring locations to minimize the traffic control effort. If possible, we will select locations in local (non-arterial) streets away from intersections. We will also attempt to avoid any Caltrans rights-of-way, particularly near on and off ramps. Locations within arterial streets may require heavier traffic control efforts, which will be provided by SmartCover technicians in
AKM Proposal 23-1063 Proposal-15
Central Anaheim Sewer Master Plan
coordination with City staff. We have conservatively assumed 5 days of heavy traffic control needs and included it in our project cost estimate.
It is our intention to avoid the need for developing traffic control plans. If needed, AKM’s traffic control engineer will be enlisted to develop traffic control plans at a cost of $55 00 per sheet. For budget pur poses, we assumed the need for five (5) sheets of traffic control plans.
Task II.3 Technical Memorandum
We will develop and submit a Technical Memorandum (TM) presenting the criteria for the selection of the flow monitoring locations. As previously stated, the flow monitor locations will be selected for developing unit flow factors and diurnal patterns, ove rall checks of larger sub- basins (near connections with Orange County Sanitation District trunk sewers), and/or check of flow split locations.
The flow monitoring map and summary table will be included in the TM. The tributary area boundaries will be clearly identified on the map.
Based on our experience, flow monitoring becomes more and more unreliable as the flow depth in the sewer pipe decreases. More accurate measurements result from larger tributary areas, resulting in larger flows with sufficient flow depth. Typically, unit flow factors can be developed for single family residential land uses from sewer flow monitoring data because large areas of single family residential use can usually be isolated, and flow monitored at one or more locations. It is more difficult to isolate large areas of multi -family, commercial, industrial, and institutional land uses. Flow monitoring locations will be chosen with this in mind.
If the City elects to install alternative flow monitors that measure both depth and velocity as a way to validate the SmartCover data, we will include a discussion of the comparison results in the TM.
Task II.4 Flow Monitoring
The flow monitoring services will be conducted by SmartCover and includes the following items:
Purchase of 15 SmartCover SubSonic System Components including 15 months of system parts warranty and 27 months of PowerPack warranty
Installation of 15 Smartcover SubSonic units
Heavy Traffic Control measures for up to 5 days
Active Site Management, 3 months during project period and 12 months after project period o Level monitoring and flow estimation utilizing Manning’s Equation o Software subscription with unlimited number of users
o Complete maintenance of all cloud-based software
o Regular feature updates and upgrades
o Hosting of data storage, unlimited
o Satellite connectivity service with bi-directional communication o Advisories, alerts, and alarms
o Ongoing technical support
One (1) field calibration at 15 locations
SmartRain software services, 15 locations for 3 months during project period (see Task II.5) Removal of the flow monitoring equipment
Training on installation of the equipment and usage of the software Active Site Management (ASM) is included for 12 months after the sewer master plan monitoring period so that the City can move the SmartCovers for other maintenance and overflow monitoring activities throughout the sewer system.
AKM Proposal 23-1063 Proposal-16
Central Anaheim Sewer Master Plan
Task II.5 Rain Data and Inflow and Infiltration Evaluation Our proposal includes SmartCover’s SmartRain feature. This is SmartCover’s non -hardware rain gauge, used to help with inflow and infiltration (I&I) detection. Rain data from the National Oceanic and Atmospheric Administrat ion (NOAA) and other sources like Orange County Public Works is added to the SmartCover platform to overlay the rain data with level/flow data.
There is also an automatic I&I reporting tool for the SmartRain feature. It allows up to five flow monitoring sites to be manually graphed at once, overlaying rain, flow, and level data. This is one way to detect any potential I&I and rank them based on impact.
If wet weather data is collected during the flow
monitoring period, we will utilize the SmartRain
feature as well as local rainfall data from Orange
County Public Works to evaluate the impact of the
storms on the I&I in the Central Anaheim sewer
system. We will identify any basins that are prone
to I&I and make recommendations for further
evaluation. This could include more flow
monitoring, closed circuit television (CCTV)
inspections, smoke testing, etc.
Phase III – Prepare a Financial Implementation Plan and Program The existing Central Anaheim Sewer Master Plan (CA SMP) Financial Implem entation Plan (FIPP) was prepared by Psomas in November 2021. Alternative funding mechanism were evaluated for implementing future capital improvement projects. The FIPP identified the total project costs related to existing system loads and the additional project costs that are necessary when the service area is built out. The build- out model sewer loads included planned future developments loads, a 25% increase for non-residential land uses for underutilized areas, and a 5% increase for residential areas due to potential changes in demographics.
To fund the additional projects for future build-out, it was determined that sewer impact fees was the preferred funding mechanism. Section 10.12.085 of the City’s Municipal Code was updated in December 2021 and includes sewer impact fees, which are imposed on all new developments and on expansion and additions to existing developments that will increase sewer flows within the Central Anaheim Service Area.
Task III.1 – Sewer Impact Fee Development
The City’s 2021 FIPP included the development of sewer impact fees based on the total improvement project costs needed for all future developments and the total additional sewer loads generated by these developments. We will evaluate the sewer impact fees, following the same approach.
Task III.2 – Financial Implementation Plan and Program
The totality of the effort in updating the sewer impact fees will be documented in a FIPP report, which will at minimum include: executive summary; recommended improvements with cost estimates; clear rationale for identifying, justifying, and prioritizing the recommended improvements; and alternatives for the sewer impact fees. The draft FIPP reports will be submitted in an editable electronic version for the City to review along with three (3) hard copies.
The final FIPP reports will be completed once all City comments are addressed to the staff’s satisfaction. The final reports will be submitted in MS Word, MS Excel, and PDF formats along with twenty (20) hard copies.
AKM Proposal 23-1063 Proposal-17
Central Anaheim Sewer Master Plan
Task III.3 – Public Outreach and Meetings
We will schedule, notice, and attend two (2) public meetings to discuss the proposed sewer impact fees. We will assist with the preparation of the presentation and agenda.
Section 4 – Relevant Project Experience
Our Project Team members have been responsible for several other sewer master plans prior to their employment with AKM. Our experience includes all elements similar to the City of Anaheim’s system, individually and in whole. Since its inception in 1990, AKM has completed 38 sewer master plans/sewer system management plans and updates, including the following:
City of Alhambra City of Brea (2) City of Corona
City of Cypress (2) City of El Segundo (2) City of Fountain Valley (2) City of Inglewood City of La Habra City of Los Angeles
City of Manhattan Beach City of Newport Beach (2) City of Norwalk (2) City of Ontario (3) City of Palos Verdes Estates (2) City of San Clemente City of Seal Beach (3) City of Stanton (2) East Orange County W.D.
Irvine Ranch Water District Garden Grove Sanitary District (3) Camarillo Sanitary District AKM has an immense history of providing wastewater system planning, design, and construction management services, as well as regulatory compliance assistance to public agencies. Our efforts in preparing c omponents of the Waste Discharge Requirements for the Garden Grove Sanitary District were instrumental in a very favorable settlement of the Orange County Coastkeeper’s lawsuit against the Garden Grove Sanitary District. In April 2006, AKM completed a three year contract with the City of Los Angeles Bureau of Sanitation assisting with condition assessment and capacity evaluation as part of the City’s effort to comply with the terms of a settlement agreement resulting from a third party lawsuit. AKM establ ished procedures for developing hydraulic models of Los Angeles’ over 230 secondary systems by preparing the first such model for the City utilizing H2OMap Sewer. The Bureau of Sanitation has adopted the procedures developed by AKM for capacity evaluation of its secondary systems utilizing the updated versions of the computer program.
AKM’s project team members have provided expert witness services to several of our clients on sewer facility construction, as well as Coastkeeper/NGO/State initiated lawsuits related to SSOs. AKM staff was involved in the development of the Statewide General Waste Discharge Requirements by participating in the stakeholder meetings and extensively commenting on the draft Order. AKM, in cooperation with OCSD, developed the wastewater system evaluation tools for ASCE’s Infrastructure Report Card. We have developed well calibrated models for all of our clients and continue to maintain many of the models. Our proposed Project Manager , Project Engineer, and Staff Engineer s are NASSCO certified Pipeline, Manhole, and Lateral Assessors.
Project Specific Experience
Specific examples of AKM's experience are included below. These projects are directly relevant for consideration within the content of the proposed project. All projects were performed by the individuals listed in this proposal and required a level of performance and addressed technical issues similar to those required by the proposed project.

City of Ontario - 1425 S. Bon View Ave, Ontario, CA 91761 Contact: Dennis Mejia, Utilities Engineering Division Mgr. (909) 395-2609 dmejia@ ontarioca.gov
Contract Amount: $228,226 (with amendments) Completed: 2020 AKM Staff: Z. Kayiran (PIC), D. Pay (PM), H. Herrera (PE), J.Nitta (QA/QC) AKM has completed several sewer studies for the City of Ontario, including a Sewer Master Plan for Original Model Colony (established portion of the service area) and Ontario Ranch (developing portion of the service area). Most recently, AKM completed an update t o the Sewer Master Plan for the entire service area. The scope of work included updating the sewer model. The model was recalibrated utilizing flow monitoring data, water use data, and sewer return factors. A new peaking formula and unit load factors fo r future
developments were developed and utilized for the capacity analysis. Existing and future scenarios were analyzed to identify capacity defi cienci
es as well as size future trunk sewers in Ontario Ranch. A capital improvement program was developed with cost estimates.
AKM also performed a Regional Connections Study that included an evaluation of the biological oxygen demand (BOD5) load (in pounds per day), and total suspended solids (TSS) load (in pounds per day) that the City delivered to the Inland Empire Utilities Agency (IEUA) trunk system, that conveys the wastewater to the IEUA treatment plants. This study was used to reevaluate the contractual agreement between the City and IEUA for wastewater treatment services.
In addition to the completion of the master plan, the City has contracted AKM to assist them with analyzing the sewer system as the Ontario Ranch service area continues to develop. AKM runs the sewer model as developments are proposed to ensure that the existing system has sufficient capacity. Recommendations for improvements are made as needed.

AKM Staff: Z. Kayiran (PIC), D. Pay (PM), J. Nitta (PE), H. Herrera (LE) East Orange County Water District provides sewer service to an area of 10,000 acres and 18,000 customers. The gravity sewer system consists of 171 miles of pipe, ranging in size from 4-inches to 27-inches.
AKM Proposal 23-1063 Proposal-19
Central Anaheim Sewer Master Plan
The scope of work included the development of a calibrated hydraulic model, development of system evaluation criteria, determination of future development areas and loads, hydraulic capacity analysis, condition assessment of pipes and 500 manholes, and a risk analysis to prioritize gravity pipes and develop recommendations for future inspection, rehabilitation, and/or replacement work.
The gravity sewer risk analysis was conducted utilizing Innovyze’s InfoMaster program (InfoAsset Planner), an ArcGIS based asset integrity management and capital planning software package. AKM compiled 7 years of historical CCTV data and used it along with the hydraulic model results to develop a likelihood of failure (LoF) for each pipe. The proximity to waterways and maximum rate of flow were utilized to develop the consequence of failure (CoF) for each pipe. The LoF and CoF were then used to assign each pipe a risk category/priority and a decision tree was created to also assign each pipe with an associated action item for future inspection and/or maintenance.
It is estimated that there are about 500 parcels in the EOCWD service area that currently have septic systems in place. In the future, EOCWD may have to provide sewer service to these parcels.
AKM completed a Septic to Sewer Connection Study. The study identified the location of septic systems in the service area and then planned out how sewer service could be provided to these properties in the future. This may involve the construction of gravity sewers, grinder pumps at individual properties discharging to common force mains, lift stations, and force mains. It also may require easements to be obtained and/or other properties to be purchased. Cost estimates were developed for proposed sewer facilities as well as for the conversion of septic systems and connection to EOCWD’s sewer system.
Section 5 – Quality Assurance
A key element in the successful completion of any project is the implementation of a quality assurance/quality control program. Success is achieved through the efforts of qualified professionals effectively employing their skills and following a deliberat e program of quality assurance to monitor and verify that the quality control plan is followed.
AKM’s Project Managers review every project weekly for technical content and schedule. Our assigned QA/QC Manager reviews the work for technical content bi -weekly, and prior to any milestone submittal. In this process, to effectively manage the entire team’s work and ensure that all activities are coordinated, AKM prepares and issues a project procedure protocol to all team personnel. The project procedures cover communications, documentation, project files and other project specific procedures.
Work Plan – AKM will develop a detailed work plan identifying all tasks, activities, reports and other documents to be produced, the required work-hours and the start and completion dates for each.
Budget – Based on the work plan, a detailed budget will be developed covering labor and other expenses for each task group or work breakdown component. The budget will be time-phased to provide the base for financial control.
Schedule – The schedule will be a time- phased critical path network showing the interdependencies between various activities and designating project performance milestones.
Subconsultants – AKM’s QA/QC plan will be furnished to each subconsultant. Sub-consultants will be required to conduct internal reviews consistent with the plan’s requirements and submit all required documentation to AKM. AKM will not accept submittals from its sub-consultants without this QA/QC review documentation. Further, all sub-consultant submittals are reviewed by AKM’s lead engineer and QA/QC Manager for content, technical accuracy and consistency with the overall project concept.

Thru outreach and collaborative approaches in 2002 he successfully helped implement regulatory compliance programs specifically related to OCSD and its satellite partners to help reduce sewer spills and improve asset performance.
This then became a statewide model in 2006. OCSD is recognized statewide and nationally for its leadership role in working proactively with its satellite communities and regulators in achieving improved compliance and collection systems performance. He was an innovator in moving OCSD to advanced Asset Management strategies as well as improving the delivery of Capital Improvement Projects and CIP management processes.
H
e led the effort to develop ASCE’s Wastewater System Report Card with assistance from AKM. He served as a consultant to East Orange County Water District during the transfer of ownership of the sewer collection system, as well as provided quality control reviews of the Sewer Master Plan completed by AKM in 2018 and the addendum in 2020.

NOTICE TO ALL BIDDERS
RE: RFP – CENTRAL ANAHEIM SEWER MASTER PLAN
Account Nos. 211-412-I811-7809
ADDENDUM NO. 1
The following are answers to the RFIs posted as of August 16, 2023 for the above referenced project:
Question 1: How much did the City budget for this project?
Answer: The average budget of the last few master plan studies for the City is $470,000. We understand this master plan has some unique aspects like the software and flow monitors, but we expect the final budget to be similar to the average of the recent studies.
Question 2: Can the City provide a PDF version of the 2017 Central Anaheim SMP?
Answer: Yes, a link to the 2017 Central Anaheim Master Plan can be found below. https://www.anaheim.net/583/Storm-Drainage-Sanitary-Sewer-Master-Pla
Question 3: Can the City provide a PDF version of latest sewer system financial plan and/or rate study?
Answer: Yes, see the link below for the most recent FIP for Central Anaheim.
https://local.anaheim.net/wfiles/?fileID=H1A-3I1
Question 4: Can the City provide shape files of the existing se wer collection pipelines and manholes to allow scoping for the man survey and flow meter placement?
Answer: Yes, see the link below for the shape files.
https://local.anaheim.net/wfiles/?fileID=M0U-2D1
Question 5: Can the City provide a 2-week extension for the pro posal submittal to allow review of the 2017 SMP and GIS data of the collection system?
Answer: The City can provide a one week extension. The new proposal due date is Thursday September 7 th at 3 PM.

Anaheim, CA 92805
TEL (714) 765-5176
FAX (714) 765-5225

Question 6: Will any permit fees required as part of the projec t be paid by the City of Anaheim?
Answer: The City will reimburse the consultant for all fees required as part of the project. The consultant should try to minimize any fees from external agencies.
Question 7:
Is it the City’s intent to build the model from the GIS, work off of existing model, or is that up to the consultant?
Answer: Please present the proposed approach to insure an accurate model. The City has and will provide to the selected consultant our latest model and GIS information.
Question 8: Why is “survey of key manholes” anticipated to be n eeded for this project? Is there invert data missing?
Answer: We understand the model does not always ma tch the existing conditions in the field, so if there are manholes that are critical to areas of concern like deficiencies or new developments, the City can survey the manhole to ensure the invert elevations are correct in the model.
Question 9:
Can the City’s Sewer System Management plan or a li nk to the document be provided?
Answer: See the link below for the Sewer System Ma nagement Plan.
https://local.anaheim.net/wfiles/?fileID=B0D-2L6
Question 10:
Does the City have water meter locations mapped in GIS and can consumption data be linked to it?
Answer: The City does not have any water meter loc ations mapped in GIS and cannot link water consumption to properties.
Question 11:
Is there AMI data available for all water meters or when is it expected that the automated meter installation prog ram will be completed?
Answer: The City does not have any AMI Data and it will not be a part of this master plan study.
Question 12:
Is the requested Financial Implementation Plan and Program (included as Phase 3) of the RFP a separate submitt al/document or a subsection of the Sewer Master Plan report?
Answer: The FIP should be a separate submittal/doc ument.
Question 13:
Please confirm/clarify that we are required to prov ide a hard copy of the Fee Proposal only (separate packet) and not uploaded electronically on PlanetBids? See below. a.) It states on page 2 that the Fee Proposal is only sent via mail or hand delivered, however, on page 12 it states that the Fee Proposal is

included towards the 25-page count. Please confirm how you would like to receive the Fee Proposal. b.) IF the Fee Proposal is required separately and hard copy, is it still towards the page count?
Answer: The fee proposal is to be sent via mail or hand delivered only. Page 12 lists the proposals contents. See the language below; “All proposals shall be limited to a MAXIMUM of 25 pages, including the cover letter, appendices, charts, pictures, tables, schedule, resource allocation table and resumes but excluding front and back covers, section dividers, addendum acknowledgements, fee proposal, Conflict of Interest Form, and Designation of Sub-Contractors Form. With the exception of the Schedule and Resource Hour Allocation Table, which may be on single- sided Tabloid paper size (11”x17”), the Proposal shall be on single-sided Letter sheets (8.5"x11"). Font size shall be minimum 11-point Arial (standard).”
The intent was to show everything after the word excluding is not to be counted towards the 25 page limit for the proposal. We require a hard copy of the fee proposal as well as some other documents listed, but we do not want that to be included as part of the proposals 25 page limit.
Question 14:
Can you please provide estimated flow metering loca tions for development of fair and equal pricing of traffic ma nagement?
Answer: The City does not know the locations of wh ere the flow monitors will be placed. We will be relying on the selected consultant for determining the precise locations. The location will dictate the level of Traffic Control required. All work that occurs in City Right of Way will require a permit. See the link below for Traffic Control requirements for City permits. The proposer should make appropriate assumptions for level of effort for Traffic Control. The city can ultimately make suggestions on where they can be placed to reduce cost, but the location may be in a major arterial if that is where monitoring needs to occur for the benefit of the study.
https://local.anaheim.net/wfiles/?fileID=Q4G-4D4
Question 15:
Do we need to include Exhibit H Non-Collusion Decla ration (pages 1 – 2) in our submittal? If we are required, are these not counted towards the page count?
Answer: Include Exhibit H Non-Collusion Declaratio n in the submittal. It is not counted towards the 25 page limit.
The following items were discussed during the non-mandatory pre-proposal meeting from Thursday August 3, 2023. The power point slides from the presentation are included at the end of this Addendum No. 1.
1. The City is open to a single software license that can be shared or multiple licenses for individual users. A floating license t hat can have multiple users

Anaheim, CA 92805
TEL (714) 765-5176
FAX (714) 765-5225

and be installed on multiple machines could work be st.
2. The city has three different master plans, the East , the west, and the central.
Each area has its own master plan study that is com pleted every 5-10 years.
The central area has several big developments, so w e want to update the master plan. We are hoping that the model systems t hat were used for the east and west will integrate nicely with whatever is use d for the central.
3. The master plans have generally identified existing and buildout deficiencies and then make the conservative recommendation to up size the existing pipe.
We know that would work because the alignment is th ere shouldn’t be any utility conflicts. Upsizing will fix the problem, b ut sometime there are other options that can provide better sewer service for l ess money and the city appreciates expert guidance when possible.
4. The City does have some older areas where the sewer lines are cracked and in poor condition. We do have CCTV recording we can sh are. The last master plan identified $80 million in 6” pipe that needed to be replaced. This study is mostly for capacity issues, but condition items can be added as optional.
5. The city wants the flow monitors to serve two purpo ses; be accurate enough to calibrate the master plan with a reasonable level o f confidence, and to serve the cities operations department once the study has ended. The city’s risk management department does not want city employees to enter confined space, so we are looking for a flow monitor that does not require confined space entry. We understand we are giving up some accuracy to have no confined space entry and have high water alarms.
6. The city does not have any pump stations or treatme nt plants. It’s entirely a gravity system that delivers all waste to OC Sanita tion District. So from a reliability perspective, you can analyze the redund ancy in the system and emergency capacity but that is not the focus in thi s proposal.
7. The City design criteria for sewer sizing is for pe ak dry weather flow, the City is not considering wet weather flow for this projec t. We do not design under peak we weather flow and are not sure what kind of infiltration we are getting in our system. If the flow monitors are out during wet weather conditions, the consultant will provide some input of what the obse rved infiltration rates seem to be.
8. The City does experience some backups/backwater imp acts from OCSan backwater, however, there is little impact to the C ity’s sewer system from it.
9. The City does not have any restriction of output qu ality flow, solids are not separated at all, and the goal is to deliver the fl ow down to OCSan.

RE: RFP – CENTRAL ANAHEIM SEWER MASTER PLAN
Account Nos. 211-412-I811-7809
ADDENDUM NO. 2
The following are answers to the RFIs posted as of August 31, 2023 for the above referenced project:
Question 1: How complete is the GIS? A review of the GIS data provided in the first Addendum has been completed and it seems that there are some pipes and manholes missing elevations, but other than small pockets of missing info is there any other missing or incorrect info that is known? (ie topographic errors, etc.)
Answer: The GIS information we have is not perfect. We are aware some areas do not match existing field conditions. This is why the City can provide some survey information on key manholes to make corrections in critical areas. The proposal shall address the recommended activities to ensure accuracy of the model. Below is the latest information we have from GIS.
https://local.anaheim.net/wfiles/?fileID=R1M -2E7
Question 2: Will sewer system development be needed for the GIS?
Answer: GIS would require a correction and update to properly and accurately run the sewer model.
Question 3: Are there any changes to the current GIS data schema needed?
Answer: GIS would require a correction and update to properly and accurately run the sewer model. The consultant will work with the project manager and the City GIS team to update any GIS information.
Question 4: Is the City using the Esri Utility Network Model currently?
Answer: The City is not currently using the ESRI Utility Network.
Question 5: Are GIS layers available for basins and other features from the 2006 study?
200 S. Anaheim Blvd., Suite 276
Anaheim, CA 92805
TEL (714) 765-5176
FAX (714) 765-5225
www.anaheim.net
Answer: GIS layers are not available from the 2006 study. Only the final report.
Question 6: Where GIS maps are referenced, are paper maps, web applications, or both expected?
Answer: Updating gatebook pages was not the intent or in the scope.
Paper copies of the Master plan do need to be provided to the City, so any paper maps included in the Master Plan are expected. The sewer model is anticipated to run with GIS , therefore any web applications tied to GIS are expected. Please put proper assumptions in the proposal to reflect anticipated work.
Question 7: Will a new layer for recommended CIPs need to be developed independently in the GIS, or information be populated on lines via a CIP attribute?
Answer: Please present the recommended CIPs in your preferred format to convey all the proper information to the City.
Question 8: Will the financial plan reflect only the funding strategy for the Central Basin CIP? Or will the financial plan be for the entire sewer enterprise fund? Is the City looking for “zonal” impact fees only for the Central Basin? Or will the impact fees be calculated on a “system -wide” basis for the entire sewer system?
Answer: This effort is for the Central Anaheim Area only. This is not for a system wide basis.
Question 9: What does the City consider “manageable-sized basins”?
Answer: The current city master plan s are broken into manageable sized basins. That is an acceptable guideline.
Question 10: What is the longest distance from the end of your system to the OCSD trunk line?
Answer: The estimated longest distance is roughly 23,000 feet.
Question 11: Please clarify what the existing needs are that are mentioned in #11 – “Flow monitoring of existing needs shall also be performed to improve model accuracy.”
Answer: Anaheim Municipal C ode defines Build Out needs as long term deficiencies which are addressed as impact fe es in the FIP. Existing deficiencies are paid through user fees. Flow monitoring of that st ate should be performed.
Question 12: What format will the existing hydraulic model be provided to the Consultant (PDF or modeling software)?
Answer: The existing model will be provided by pdf and modeling

software.
Question 13: Will the Consultant be expected to present the Master Plan or CIP to any City groups?
Answer: The consultant is not expected to present to any City Groups other than the Project Manager .
Question 14: Please confirm per the RFP that given no confined space entry, flow monitoring will be conducted using a down-looking ultrasonic level meter and flows will be estimated/ calculated per assumed level -flow correction equations (Manning, etc.) and not traditional area -velocity flow meters (which require confined space entry).
Answer: Flow Monitoring will be conducted with the recommended flow monitor made by the consultant that meet s the specifications laid out in the RFP to provide the best results for the study .
Question 15: “7. The consultant shall identify and provide (15) flow monitoring devices that have the following capabilities; Utilize a satellite network or a combined satellite and cellular data for communications (not solely cellular - based, parts of the city have poor cellular reception), have no confined space entry for installation, have high water level alarms, provides real -time data, and provides flow estimation.” Q: Is it imperative that the flow monitoring devices have satellite capabilities or are cellular c apabilities sufficient?
Answer: As stated in the RFP, parts of the City have poor cellular reception, so we can not solely rely on cellular communications. The device can have cellular communications capabilities, but it must also have a secondary means of communications in case it is installed in an area of the City that has no cellular reception.
Addendum 1 included a question about the Sewer System Management Plan. The response included a link to the 2009 Management Plan. The link should have been for the 2019 study. See the link below to the 2019 Sewer System Management Plan.
https://local.anaheim.net/wfiles/?fileID=J8E -5O2
Payment for complying with those provisions shall be deemed to be included in the price bid for the various items of work. No additional compensation will be allowed therefore.
