CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: NOVEMBER 7, 2023
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: RESOLUTION AUTHORIZING SUBMITTAL OF ALL

CALRECYCLE GRANTS AND RELATED AUTHORIZATIONS

TO THE DEPARTMENT OF RESOURCES RECYCLING AND

RECOVERY
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, authorize submittal of applications for all grants and related authorizations as required by the California Department of Resources Recycling and Recovery (CalRecycle), and amend the department’s budget accordingly in the year in which the grant funds are awarded.

DISCUSSION:

CalRecycle is currently offering a Senate Bill (SB) 1383 Local Assistance Grant Program which requires the submittal of an application and resolution. This resolution will be applicable to all CalRecycle grants applied to within a five-year period. Senate Bill (SB) 1383 was signed into law in 2016 and is intended to achieve a 75% reduction in the statewide disposal of organic waste from the 2014 level by 2025. This non- competitive grant program will provide funding to local jurisdictions to assist with the implementation of the requirements associated with SB 1383. There is a total of $90 million available for the current round of funding. The City of Anaheim’s estimated allocation is $555,244 based on the City’s population. Grants will tentatively be awarded in March 2024.

The City of Anaheim’s Department of Public Works has previously used CalRecycle grant funds for a wide variety of uses. These range from equipment purchased, such as “Big Belly” litter removal and beverage container recycling units; to residential kitchen food scrap pails and hand-held litter tools for community clean-ups; to internal trash, recycling, and organics containers within City facilities. Grant funds have also funded temporary large trash containers for annual neighborhood clean-up events conducted by Neighborhood Services and have funded a contract with the Orange County Conservation Corps to perform litter removal within the public right-of-way. Past educational efforts include an annual community pride poster contest to engage Anaheim elementary school students and field trips for 6th-grade Anaheim students to the Discovery Science Center.

For the current funding cycle, staff will utilize grant funds to procure recovered organic waste (i.e., compost) and continue organics recycling implementation efforts related to education and outreach to our schools, residents, businesses, and community partners.

IMPACT ON BUDGET:

The Public Works Department’s Sanitation Fund will be amended in the year in which any SB 1383 Local Assistance Grant Program (and other CalRecycle grants within the five-year period of the accompanying resolution) are awarded.

Respectfully submitted,
Rudy Emami
Director of Public Works
