CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: NOVEMBER 7, 2023
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ENGINEERING SERVICES AGREEMENT WITH AKM

CONSULTING ENGINEERS FOR THE CENTRAL ANAHEIM

SANITARY SEWER MASTER PLAN
ATTACHMENT (Y/N): YES ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve an Agreement with AKM Consulting Engineers, in an amount not-to-exceed $655,052.20, to provide engineering services for the Central Anaheim Sanitary Sewer Master Plan (Study), and authorize and direct the Director of Public Works or designee, on behalf of the City of Anaheim (City) to execute the Agreement and any related documents and to take actions as are necessary to implement and administer the Agreement.

DISCUSSION:

The Department of Public Works has an ongoing Sanitary Sewer Master Plan Program for three primary areas of the City. These are the West, the Central, and the East Areas. The Central Anaheim Area is generally bounded on the north by the Northern City Limits, on the west by Euclid Street, on the south by the Southern City Limits, and on the east by the Santa Ana River. The Study will identify existing and build-out peak dry weather sewer flows and sanitary sewer needs as well as recommend a Financial Implementation Plan for the development build-out conditions within the Central Anaheim Area. This study will also proactively address the newly adopted statewide waste discharge requirements under order WQ 2022-0103-DWQ to ensure continued compliance for wet weather flows. This Study will incorporate all sewer improvements that have been constructed and changes to the land uses within the area since the last Master Plan study in 2017. The Study will also include sanitary sewer flow monitoring throughout the Central Anaheim Area as well as modeling software for the City to utilize.

In July 2023, a Request for Proposals (RFP) was publicly posted on PlanetBids. On September 7, 2023, six professional engineering firms submitted a proposal for the Study.

In accordance with Council Policy 4.1, a review committee conducted an evaluation of the proposals and ranked them as follows:

Firm Ranking
AKM Consulting Engineers – Irvine, CA
MKN & Associates – Fresno, CA
Woodard & Curran – Laguna Hills, CA
Akel Engineering Group – Fresno, CA
EEC Environmental – Orange, CA
IMEG – Anaheim, CA
The review committee concluded that AKM Consulting Engineers (AKM) was the most qualified firm for this Study. AKM has the ability to perform the services outlined in the RFP exhibited by the firm’s knowledge of the subject, approaches to address the scope of work, qualifications of the proposed team and its key personnel, as well as previous experience.

The Agreement was negotiated for a contract fee of $595,502, plus a 10% contingency for a total contract not-to-exceed amount of $655,052.20. The cost appears reasonable, and AKM is recommended to provide their engineering services for the Study.

IMPACT ON BUDGET:

Adequate funding is available in the Public Works Department’s restricted Sewer Construction Fund Fiscal Year 2023/24 budget.

Respectfully submitted,
Rudy Emami
Director of Public Works
