CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: NOVEMBER 28, 2023
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AGREEMENT WITH METROLINK
ATTACHMENT (Y/N): YES ITEM # 26
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve a Corporate Partner Program Agreement (Agreement) between the Southern California Regional Rail Authority (Metrolink) and the City of Anaheim, in an amount not to exceed $100,000 per fiscal year, to broaden distribution capabilities by offering Metrolink tickets through the Metrolink Mobile Application and integration of an Automated Clearing House payment option; and authorize the Director of Public Works, or designee, to execute the Agreement and related documents and to take the necessary actions to implement and administer the Agreement.
DISCUSSION:
The City of Anaheim facilitates various commuter programs through the Employee Transportation Center (ETC) and serves as an authorized reseller of Metrolink fare media, with eligibility limited to City of Anaheim employees. The current agreement authorizes the City to distribute a magnetic strip corporate quick card from Metrolink to be sold at the public counter. Metrolink’s evolving capabilities necessitate the implementation of a new agreement. This Agreement will enable the City to broaden its distribution capabilities by offering Metrolink tickets through the Metrolink Mobile Application, which allows employees to conveniently access and retrieve their tickets electronically via their smartphones and other mobile devices. This streamlined process enhances both ticket purchase and validation. Furthermore, the agreement also encompasses the integration of an Automated Clearing House (ACH) payment option.
This updated Agreement has several advantages to employees. The use of the Metrolink Mobile Application eliminates the need to visit a physical counter or ticket machine, making ticket purchases more convenient. Adapting to these trends helps the City of Anaheim stay competitive in the transportation sector.
The City of Anaheim's ETC has maintained an average annual cost of $65,000 to provide Metrolink's services for employees. The operations are cost-neutral, as the ETC receives revenue from participating employees to offset these costs. The ETC anticipates a steady level of ridership and, as a result, the not to exceed amount for this Agreement will be $100,000 per fiscal year.

IMPACT ON BUDGET:
There is no additional budget impact as a result of approving this agreement. All costs associated with this program are included in the Fiscal Year 2023/24 Public Works Department’s restricted transportation fund budget.
Respectfully submitted,
Rudy Emami
Director of Public Works
