CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: NOVEMBER 28, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR BMW MOTORCYCLE PARTS
ATTACHMENT (Y/N): NO ITEM # 17
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, accept the bid from Seavco, in the amount of $129,437.09 plus applicable sales tax and a 20% contingency, for the purchase of BMW motorcycle parts for a one-year period with up to four one-year optional renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid #9733.

DISCUSSION:

Purchasing solicited bids from known providers and posted the bid on the City’s bid portal. Sealed bids were received by 2:00 p.m., October 17, 2023, from the following vendors and were publicly opened immediately thereafter.

Bidder Total Bid
Tourbillon Enterprises LLC $ 2,422.00*
Rosemead, CA
RCA Investments $ 24,858.34**
Long Beach, CA
Seavco $ 129,437.09
Orange, CA
*Bidder submitted a partial bid.
**Bid contained pricing errors therefore deemed non-responsive.

The bid was based on an estimated annual requirement of approximately 106 different maintenance and repair parts used for Anaheim’s Police Department fleet of 29 active BMW motorcycles. Ensuring that all parts are readily accessible allows for these motorcycles to promptly be placed back into service enabling officers to continue safety and traffic enforcement duties throughout the community.

The term of the agreement will be for a one-year base period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period and will be negotiated each year of the renewal periods but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the most recent available month period. In the event that prices increase beyond the CPI, bidder must provide verifiable evidence from the manufacturer of the product to support a requested increase. It will be at the sole discretion of the City to accept or reject such an increase.

The 20% contingency is recommended to cover any increase in the volume of motorcycle parts that may be needed during the administration of this agreement.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2023/24 budget within the Motorized Equipment fund. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Jered Rakosky Rudy Emami
Purchasing Agent Director of Public Works
