CITY COUNCIL AGENDA REPORT
City of Anaheim
COMMUNITY SERVICES DEPARTMENT
DATE: NOVEMBER 28, 2023
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: AGREEMENT BETWEEN THE CITY OF ANAHEIM AND SIRSI
CORPORATION, DBA SIRSIDYNIX
ATTACHMENT (Y/N): YES ITEM # 24
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, waive the bidding requirement of Council Policy 4.0 and approve a Master Agreement (Agreement) between the City of Anaheim and Sirsi Corporation, dba SirsiDynix, to continue to provide software licenses and maintenance services for Anaheim Public Library for a term of five years, at $132,271.97 for the first year with a maximum 3.9% increase each year; and authorize the Director of Community Services, or designee, to execute the Agreement on behalf of the City.
DISCUSSION:
On March 6, 2018, the City Council approved a contract between the City of Anaheim and SirsiDynix Corporation for a cloud-based Integrated Library System (ILS), capable of providing a full range of services to the Library’s Central Branch, six outside branch locations, Heritage Service Center, Bookmobile, and a remote book lending machine installed at the Anaheim Regional Transportation Intermodal Center (ARTIC).
The ILS is also the collection of different software modules that span nearly 500 system requirements and work together to manage the Library collection of over 540,000 physical items, over 15,000 e-books, over 335,000 patrons, and over 1,000,000 annual transactions. The ILS provides a platform for ordering, invoicing, cataloging, searching, inventory, and circulating library resources, and serves as the primary working platform for all library employees. It is deeply integrated with our book and electronic resource vendors, City IT/SAIC support, Purchasing Department, and serves as a platform for over 20 other vended services and products. In addition, our 335,000 patrons use this system when searching, logging into, and requesting library materials whether using a computer or mobile device.
Based on SirsiDynix’s performance and collaboration, staff is confident that this system continues to meet the needs of the residents of Anaheim and requests that City Council approve the five-year Agreement.

Respectfully submitted,
