CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: NOVEMBER 28, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: RATIFY EXTENSION OF MASTER AGREEMENT FOR

PARKING ENFORCEMENT SERVICES
ATTACHMENT (Y/N): NO ITEM # 20
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and ratify a four-month extension of the master agreement with Universal Protection Service, LP dba Allied Universal Security Services (Allied), Santa Ana, CA, in an amount not to exceed $200,000 during the extension period, to provide street- sweeping parking enforcement services.

DISCUSSION:

Allied provides parking enforcement services covering approximately 65,600 total street sweeping miles. These services help enforce Municipal Code 14.32.500, “Parking Restricted to Facilitate Street Sweeping” where security personnel trail City street sweepers and issue parking citations to vehicles in violation of posted parking restrictions.

The City was interested in renewing the agreement prior to its expiration date of October 31, 2023, however, any increase in pricing was limited by the terms of the original agreement. When the renewal was requested, Allied elected not to renew stating that they required an adjustment to longer shift hours or an increase beyond the stated agreement limits to offset their costs. Consequently, staff determined that it was necessary to re-bid the services.

The agreement extension allows for the uninterrupted continuation of these services on a month-to-month basis while a new bid is processed, a thorough evaluation is made, and an award is brought back to the City Council. The contractor agreed to a short-term continuation of services with increases to the hourly rates of 9% for the supervisor and 13% for the parking control officers. These hourly rates are fully loaded to include labor costs, mobile and/or cellular communication equipment, uniforms, vehicle expenses, and all other equipment and materials necessary to perform the required work. Staff intends to provide a new award recommendation by the end of February 2024.
