CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: NOVEMBER 28, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: RATIFY EXTENSION OF MASTER AGREEMENT FOR

TOWING SERVICES FOR CITY VEHICLES
ATTACHMENT (Y/N): NO ITEM # 19
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and ratify a four-month extension of the master agreement with Pacific Towing Inc., Anaheim, CA, in an amount not to exceed $40,000 during the extension period, to provide as-needed towing services of city vehicles.

DISCUSSION:

Pacific Towing Inc. provides towing services for city-owned vehicles. Services include, but are not limited to, the towing of automobiles, light and medium-duty trucks, heavy- duty trucks, specialty vehicles, and equipment from various facilities to and from the City’s fleet yard as well as numerous repair locations.

The master agreement was in the final year of a five-year agreement. The City solicited bids to establish a new agreement. As part of the bid process, specifications and quantity information were requested from the Public Works Department to develop a new solicitation. The bid results raised some questions, and a decision was made by staff to review the bid specifications. It was discovered that some quantities used for the bid were inaccurate. Consequently, all submitted bids were rejected. Staff intends to re-bid the towing services with revised specifications. The agreement extension allows for the uninterrupted continuation of these services on a month-to-month basis while a new bid is processed, a thorough evaluation is made, and an award is brought back to the City Council. Staff intends to provide a new award recommendation by the end of February 2024.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2023-2024 budget within the Motorized Equipment fund.
