CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: NOVEMBER 28, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE A MEDIX SPECIALTY

TYPE II AMBULANCE
ATTACHMENT (Y/N): NO ITEM # 18
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, waive the bidding requirements of Council Policy 4.0 and authorize the Purchasing Agent to issue a purchase order to Republic EVS, Santa Fe Springs, CA, in the amount of $106,860.24 (plus applicable taxes and fees), for one Medix Specialty Type II Ambulance for the Anaheim Fire & Rescue Department (AF&R). This purchase will be made utilizing cooperative purchasing agreement AM10-23 established by the Houston-Galveston Area Council (HGAC).

DISCUSSION:

The new ambulance is being purchased to provide paramedic and ambulance services in support of special events located at Anaheim Stadium, Disneyland, the Honda Center, and at other locations throughout the city. Personnel and equipment costs related to the special events are paid for by each venue using the City’s adopted fee schedule.

Recently, AF&R was informed by Major League Baseball (MLB) and the National Hockey League (NHL) that new standards of medical coverage had been adopted to ensure a minimum number of ambulances are on standby during games. MLB requires one ambulance during Anaheim Angels games and the NHL requires two ambulances during Anaheim Ducks games. The new standards of medical coverage are designed to help ensure the safety of players, coaches, and officials.

To support the new standards of medical coverage and in consideration of increasing call volumes, AF&R is requesting the purchase of one Medix Type II Ambulance to support special events throughout the city. In comparison to the standard ambulances, the special event ambulance is smaller and more conducive to the limited space available during special events. The purchase of the special event ambulance will free up needed reserve ambulances that can be placed into circulation for daily use. As required, the special event ambulance will also support large disasters or mass casualty events.

This purchase was not part of the original fleet plan, but due to extreme delays in the supply of new vehicles, and the sudden availability of this unit, AF&R has requested its immediate purchase. Due to supply chain delays of over one year, purchase of Authorization to Purchase a Medix Specialty Type II Ambulance November 28, 2023

this unit as part of the 2024–25 fleet purchase plan would keep the department from being able to quickly address MLB and NHL requirements.
