CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: DECEMBER 5, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE INCREASES TO MASTER AGREEMENTS FOR

CITYWIDE PEST CONTROL SERVICES
ATTACHMENT (Y/N): NO ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, authorize an increase of $50,000 in the value of the current master agreement with Orkin Pest Control of Anaheim, California, from a not-to- exceed amount of $95,000 to $145,000, to accommodate an increase in required services under the current agreement expiring December 22, 2023, and authorize an amount not to exceed $175,000 for the exercising of future renewal options; and authorize the Purchasing Agent or designee to execute any amendments and exercise any renewal options in accordance with the terms from Sourcewell Cooperative Contract #042821- ORK.

DISCUSSION:

Orkin Pest Control (Orkin) provides pest control management services at various locations throughout the City such as office buildings, parks, community centers, power plants, libraries, and fire stations, for the protection of property and public health. The annual amount of $95,000 on the current master agreement with Orkin is not sufficient to address all the necessary services that have surfaced. Since the lifting of COVID restrictions and containment measures there has been an increase in the frequency of required services resulting from higher usage of facilities. Furthermore, in response to an influx of mosquitos, per the recommendation of the Orange County Mosquito and Vector Control District, numerous sites have established mosquito treatment plans to address the issue. The additional funding is necessary to address this increase in services as well as to cover any new locations that may require the establishment of pest management solutions.

The cooperative contract with Orkin is currently valid through June 18, 2025, with an option to extend for one additional year. Orkin has provided these services for the City for several years and has proven to meet performance and reliability while offering a wide variety of pest control services.

IMPACT ON BUDGET:

Sufficient funds are available in the various departments Fiscal Year 2023/24 budgets.
