DATE: DECEMBER 12, 2023
FROM: OFFICE OF THE CITY CLERK
SUBJECT: [RE] APPOINTMENTS TO REGIONAL BOARDS
ATTACHMENT (Y/N): YES ITEM # 22
GOVERNMENT CODE §84308 APPLIES: NO
RECOMMENDATION:

That the City Council review the list of all regional agency appointments and consider appointing or reappointing representatives to serve on those certain regional agencies [Metropolitan Water District (MWD) of Southern California, North Net Fire Training Joint Powers Authority, Orange County-City Hazardous Materials Emergency Response Authority, Orange County Housing Finance Trust, Orange County Mosquito and Vector Control District, Orange County Sanitation District, Orange County Water District – District 9; Santa Ana River Flood Protection Agency, Southern California Association of Governments (Orange County Council of Governments), and Transportation Corridor Agency – Foothill Eastern Area].

DISCUSSION:

In addition to serving on various committees, the Mayor and Council Members may also serve to represent the City on regional boards. At the close of each calendar year or following the City’s General Municipal Election, the City Council reviews the list of those non-termed or term ending appointments to consider new or reappointments, as necessary.

Below is a list of the regional agency boards with their current City representative; a brief description of each board is attached. Incumbents are eligible for reappointment and the Council also has the authority to appoint a new member to any board with the noted term limit. For the appointment to the Orange County Vector Control, Section 2024 of the Health and Safety Code provides that a term of office shall be for a term of two or four years, at the discretion of the appointing authority.
