CITY COUNCIL AGENDA REPORT
City of Anaheim
OFFICE OF THE CITY CLERK
DATE: DECEMBER 12, 2023
FROM: OFFICE OF THE CITY CLERK
SUBJECT: ORDINANCE REPEALING SECTION 1.04.970 OF CHAPTER 1.04
OF THE MUNICIPAL CODE RELATING TO THE YOUTH
COMMISSION
ATTACHMENT (Y/N): YES ITEM # 18
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council introduce an ordinance repealing Section 1.04.970 of Chapter 1.04 of Title 1 relating to the Youth Commission.
DISCUSSION:
In 2017, the Anaheim City Council established the first official Anaheim Youth Commission that held an advisory role to City Council and provided recommendations on youth and children’s programs, projects, events, priorities and interests.
Since its inception, city staff faced difficulties in sustaining regular attendance by appointed youth that has impeded the ability of city staff to establish a quorum and hold productive meetings on a regular basis.
In 2020, modifications were approved by City Council reducing the total number of members from 21 to 14; as well as adjustment in the eligibility age range from 14 to 26 years to 14 to 21 years of age. City staff did see the adjustment added to the engagement among commissioners, but were still faced with the issue of attendance. City Staff actively initiated regular communication through email, text, and phone calls, but staff consistently had to cancel meetings due to lack of quorum, which unfortunately led to difficulties in initiating or completing any work by the Anaheim Youth Commission.
The City firmly believes in the importance of youth service, engagement, and perspective. Given the difficulties and challenges, the Community Services Department will present the creation of an Anaheim Youth Advisory Council (AYAC) at the December 12 Council meeting to take place of the Anaheim Youth Commission. The proposed AYAC will be established and appointed by the Director of Community Services, or designee, and supported by Community Services Department staff. As a result, Youth members will not be subject to the Brown Act.
As a result of the proposed AYAC, the attached ordinance is presented repealing Section
1.04.970 of Chapter 1.04 of Title 1 and thereby dissolving the Youth Commission Youth Commission
