RECOMMENDATION:
That the City Council, by Motion, approve the 2023-01 Amendment to the Master Software and Professional Services Agreement dated August 30, 2016 by and between Insurity LLC (Insurity), successor in interest to Systema Software LLC (Systema) and the City of Anaheim for a one (1) year extension of the original agreement with an annual fee, in the amount of $74,717, and authorize the Human Resources Director to execute the amendment.
DISCUSSION:
The City has utilized the Systema Risk Management Information System (RMIS) to support the self-administered workers’ compensation and liability claims programs and industrial safety administration since 2016. The original license agreement was approved by City Council on August 30, 2016 for a term of five (5) years with two additional one (1) year options. The final option year expired on August 31, 2023. The proposed amendment includes an annual license of $74,717, a 16% increase from the annual fee of $64,284 for the first five years of the agreement where it remained flat.
Staff recommends approval of the one-year extension of this agreement to allow uninterrupted access to the RMIS, which is critical to the operation of the self-administered claims programs.
In the coming months, staff will complete a Request for Proposals for RMIS providers and return to the City Council with a proposed new agreement with the successful proposer.
IMPACT ON BUDGET:
Sufficient funds for this expenditure have been included in the Human Resources FY 2023-2024 Insurance Fund Budget.
