CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: DECEMBER 12, 2023
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: SALARY ADJUSTMENTS FOR NON-REPRESENTED PART-TIME CLASSIFICATIONS IN COMPLIANCE WITH CALIFORNIA 2024

MINIMUM WAGE INCREASE AND CITY POLICY
ATTACHMENT (Y/N): YES ITEM # 15
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, amend Appendix F of the Personnel Rules and Policies Covering Non-Represented Full-Time and Part-Time Employees (Personnel Rules) effective December 22, 2023, for the purpose of modifying pay schedules for classifications designated as Non-Represented Part-Time to adjust rates of pay to comply with the mandated 2024 California minimum wage increase and Personnel Rules.

DISCUSSION:

The State of California minimum wage will increase from the current $15.50 per hour to $16.00 per hour effective January 1, 2024. Staff recommends adjusting pay ranges for Non-Represented Part-Time classifications that currently include pay rates less than the new minimum wage to $16.00 per hour effective December 22, 2023 (the start date of the pay period that includes January 1, 2024). Classifications requiring such adjustment include Administrative Intern I, Administrative Intern II, General Services Worker, Office Assistant, Recreation Class Instructor, Recreation Leader I, Part-Time Emergency Management Officer and Police Reserve Level II. In addition, the pay range for Recreation Leader II will be reset by the salary relationships currently set forth in the Personnel Rules. All proposed changes are reflected in the track-changes copy of Appendix F of the Personnel Rules, included with this report as Attachment 2.

IMPACT ON BUDGET:

The General Fund impact of the proposed changes is approximately $98,000 for Fiscal Year 2023/2024. Departments affected by these changes will be able to absorb the costs within their existing budget appropriations.
