CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: DECEMBER 12, 2023
FROM: FINANCE DEPARTMENT
SUBJECT: AWARD A CONTRACT FOR FLOOR CLEANING EQUIPMENT
REPAIR SERVICES
ATTACHMENT (Y/N): NO ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, award a contract to Pioneer Chemical Co., in an amount not to exceed $40,475, to provide as-needed floor cleaning equipment repair services for the Anaheim Convention Center (ACC), for a one-year period with four one-year optional renewals; and authorize the Purchasing Agent, or designee, to enter into and execute the contract, any amendments and any renewal options.
DISCUSSION:
The Purchasing Division posted Request for Bids #9737 on the City’s bid portal. Sealed bids were received by November 2, 2023, from the following bidders and were publicly opened immediately thereafter.
Bidder Total Bid
Pioneer Chemical Co. $ 40,475
Gardena, CA
Haaker Equipment Company $ 72,190
La Verne, CA
The bid was based on estimated annual requirements of as-needed maintenance and repair services for a variety of floor cleaning equipment, and required bidders to be authorized service dealers for Tennant and Nobles equipment. The bid was viewed by nine prospective bidders with two submitting a bid response. Staff contacted the non- bidders to determine their reasons for not bidding. One stated that they do not distribute the models/manufacturers listed in the bid. The other stated that they are not an authorized service dealer. No other responses were received.
This equipment is used to clean both carpet and hard surfaces on a regular basis throughout the ACC. The repair services will help ensure that the cleaning equipment is returned to full operational use according to applicable manufacturer specifications.
Award a Contract for Floor Cleaning Equipment Repair Services December 12, 2023
Pricing is fixed for the initial one-year base period and shall be negotiated each renewal year with any increases not to exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim areas for the preceding 12-month period.
IMPACT ON BUDGET:
Sufficient funds are available in the Convention Center’s Fiscal Year 2023/24 budget.
Funding for subsequent years will be subject to Council’s approval of budget appropriations.
