City of Anaheim
POLICE DEPARTMENT
DATE: DECEMBER 12, 2023
FROM: POLICE DEPARTMENT
SUBJECT: APPROVE A SERVICE AGREEMENT PROPOSAL WITH
FŪSUS, INC. FOR A VIDEO AND DATA COLLABORATION
PLATFORM TO INTEGRATE AND VIEW PUBLIC AND
COMMUNITY VIDEO SOURCES FOR INCIDENT
SITUATIONAL AWARENESS AND INVESTIGATIONS
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, (i) waive Council Policy 4.0 and approve a Service Agreement Proposal between the City and Fūsus, Inc., in an amount not to exceed $800,000, for a video and data collaboration platform to integrate and view public and community video sources for real time incident situational awareness and investigations, for a three year term; and (ii) authorize the Chief of Police to execute the Service Agreement Proposal, and take any necessary actions to implement and administer the Agreement.
DISCUSSION:
Fūsus is a software company that will provide a video and data collaboration platform to expedite intelligence gathering and timely responses to situations as they unfold throughout the community. Further, the platform is tied to a community-facing website portal for video camera registry, providing a tool for identifying the location of cameras in proximity to incidents, as well as a means for efficient outreach to collect recorded video and image files from camera owners both public and private. Fūsus is the only manufacturer that builds a common operating platform that does not require a complete replacement of video cameras, recorders, servers, or network equipment at video transmitting locations. As such, the solution is robust yet fast and cost efficient to deploy, and requires minimal supervision on the part of the City. Fūsus is the sole entity with the authority to specify, implement, and service the Solution. The Solution provides private and public video camera integration into one platform which upon a call for service coming into the police department, Fūsus software will bring up the five (5) closest video feeds to the incident to provide real-time information to officers responding to the call. The Solution allows users the ability to track vehicles and people from one camera to another; a live link system which allows 911 callers to initiate a camera stream from their smart-phone device; allows live access and playback of 911 calls to allow officers in the field to understand the content, context and nature of the Approve a Service Agreement Proposal with Fūsus, Inc.

911 calls; and provides a platform for resource management, floorplans, icon markings and resource tracking through the situational awareness features on the Solution.
The Police Department will primarily utilize this product in the Real-Time Crime Center housed out of the Main Police Station; however, the Public Utilities Department and the Public Works Department will have access to the video feeds to support their outage response and traffic operations. Every officer will have access to this platform in their patrol units as they respond to in progress calls for service. This platform will provide real time video feeds from integrated cameras near the scene of the crime in progress to give officers real time situational awareness as they respond.
Research conducted by the Police Department found that fūsusONE, the Company’s flagship enterprise software management system, is the only platform of its kind on the market and there are no comparable market alternatives. Companies with similar software platforms required the use of their cameras, which would have high costs associated with their products since existing cameras currently in use throughout the City would have to be replaced with specific cameras compatible with the other software companies’ products. Fūsus was the only company found to offer complete integration with existing cameras such that the manufacturer of the camera did not matter.
Research included visiting other established Real-Time Crime Centers and attending conferences related to operating Real-Time Crime Centers. There was also open source computer research conducted on Fūsus as well as potential competitor companies and again, Fūsus was found to be the only product that can deliver complete integration of data and video feeds on one platform with all existing cameras and CAD/RMS systems.
This will allow the City to start using Fusus software immediately with the existing CAD/RMS system and all existing camera systems without having to purchase other manufacturer specific CAD/RMS or camera systems.
The pricing is $200,000 for the first year, which includes the Core Appliance Package that provides thirty (30) days of retention on all of the allotted streams (1,500) and supports up to 415 AI streams. The pricing is $150,000 per year for the remaining two years of the contract. The involved departments request the option to increase the number of camera feeds from 1,500 to 4,500 at any point during the life of the thirty-six (36) month contract, which would increase the contract in years two and three by $25,000 for every additional 500 in camera feeds, not to exceed $300,000 for the life of the contract. The Police Department will utilize restricted Law Enforcement Grant funds for additional camera feeds as needed. Additional camera feeds requested by Public Utilities will be funded with restricted Electric Utility funds. The contract price includes all software and hardware needed for the Fūsus platform, as well as all training and support required to use the platform. Further details regarding the Agreement and its terms are set forth in the attachments to this report.
