RECOMMENDATION:

That the City Council, by Motion, approve agreements, in substantial form, with twelve (12) temporary employment agencies on an as-needed basis for a two (2) year period with the option to renew for an additional two years, authorize minimal changes that do not substantially modify the terms and conditions of the agreement, provided the changes are determined to be de minimis by the City Attorney’s Office, and authorize the Human Resources Director to execute the agreements, exercise the renewal option, and execute other related documents necessary to implement and administer the agreements [22nd Century Technologies, Inc.; Advanced Resources LLC; Apple One, Inc.; CathyJon Enterprises, Inc., dba HB Staffing; Compunnel Software Group, Inc.; Elwood Staffing Services, Inc.; Emploi Group Inc., dba AtWork Personnel Services; Project Partners; Protiviti Government Services Inc., aka Robert Half; SuperbTech, Inc.; Tryfacta, Inc.; Volt Workforce Solutions (a division of Volt Management Corporation)].

DISCUSSION:

The City maintains contracts with various temporary employment agencies to ensure all city departments are provided with employment services, on an as needed basis, to avoid work stoppage and cover positions when a permanent employee is on leave. Temporary work does not replace employees and is intended to be limited to six (6) months, pursuant to Administrative Regulation 235.

The City’s current temporary agency agreements are set to expire December 31, 2023.

On August 25, 2023, the Human Resources Department issued a Request for Proposal (RFP) for temporary staffing providers to support city departments with short-term, temporary needs in various citywide job classifications. An evaluation team reviewed thirty-six (36) proposals and after a thorough review of the responses, and in accordance with the city’s RFP process, the team selected twelve (12) temporary agency vendors.

The selection of the twelve vendors will provide immediate temporary staffing to City departments on an as needed basis. These firms represent the most experienced suppliers for temporary service in municipal agencies with the ability to assist with specific and project-based assignments. The temporary staffing agencies generally Professional Services Agreements for Temporary Employment Services December 12, 2023

A list of the firms and the recommended not to exceed amount is attached.

IMPACT ON BUDGET:

Departments who have a need for temporary employment services will have appropriated sufficient funding within their budget.

Respectfully submitted,
Linda Andal
Human Resources Director
