CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JANUARY 9, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE AN INCREASE TO THE MASTER AGREEMENT FOR

TESTING, INSPECTION, MONITORING, AND MAINTENANCE

OF THE SPRINKLER SYSTEMS AT THE ANAHEIM

CONVENTION CENTER
ATTACHMENT (Y/N): NO ITEM # 03
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, authorize the Purchasing Agent, or their designee, to increase the current master agreement with Johnson Controls Fire Protection LP, from the amount of $438,508.40 to $684,268.40, to perform a 5-year certification and inspection of the fire sprinkler systems at the Anaheim Convention Center (ACC).

DISCUSSION:

In March 2022, Council approved the issuance of a master agreement to Johnson Controls Fire Protection LP for testing, inspection, monitoring and maintenance of the sprinkler systems at the ACC. The ACC has since identified an additional 5-year inspection and certification requirement that was not part of the original master agreement and is required by the Health and Safety Code, local authority, and as indicated in the National Fire Protection Agency 25 standard for the inspection, testing and maintenance of water-based fire protection systems. The 5-year inspection includes an obstruction investigation, exercising and flushing of 84 wet risers, internal inspection of the main riser’s check valves, alarm valves, pre-action valves, deluge valves or dry pipe valves and their associated strainers, filters, restriction orifices and the replacement of up to two failed gauges per riser.

This master agreement is in accordance with the terms of the Sourcewell cooperative purchase agreement #030421-JHN. Approval of this request will preserve the health and safety of employees and patrons of the ACC and minimize potential fire damage.

IMPACT ON BUDGET:

Sufficient funds are available in the Convention Center’s Fiscal Year 2023/24 budget.
