RECOMMENDATION:
That the City Council, by Motion, approve the First Amendment to Professional Services Agreement by and between the City of Anaheim and Sign Age Identity Systems, Inc., to increase the not to exceed amount from $500,000 to $1,000,000, for on- call wayfinding and banner signage design, fabrication, and installation services; authorize the Director of Economic Development, or designee, to administer the First Amendment on behalf of the City; and authorize de minimis changes that do not substantially change the terms and conditions of the agreement as determined by the City Attorney’s Office.
DISCUSSION:
The Economic Development Department (Department) focuses on creating ongoing revenue opportunities consistent with citywide policy directives along with ensuring the City’s economic development functions and resources are organized and aligned in a way that maximizes efficiency and successful outcomes. The Department also prioritizes clear and attainable economic development goals and objectives that seek to foster the growth of our existing businesses and assets while also establishing policies and programs aimed at attracting new businesses and development opportunities.
In March 2022, the Department solicited Requests for Proposals (RFP) for on-call wayfinding, banner signage design, fabrication, and installation consulting services. Six firms submitted detailed proposals in response to the RFP and each was reviewed by Economic Development staff in accordance with the criteria provided in the RFP.
Following review, staff recommended that the City enter into an Agreement with Sign Age Identity Systems, Inc. (Sign Age).
Sign Age currently provides the Department with on-call signage installation and maintenance, including directional signage for the Center City parking structures, Anaheim Canyon monuments and banners, blade signs, and signage throughout the City.

parking directional signage project, additional contract authority is needed. Staff is requesting an increase in contract authority to allow Sign Age to complete change orders and have additional contracts for future projects.
Sign Age has extensive experience in conceptual design, concept visuals, design development, fabrication, installation, and removal consistent with the highest standards of quality, performance, and marketing/branding strategy.
Due to the great number of services conducted under the existing agreement, the contract authority limit has been reached. The existing Agreement runs for a term of one year terminating on July 1, 2024, and includes two one-year extensions through 2026.
IMPACT ON BUDGET:
Funding is available in the Department's FY 2023/24 Budget from Economic Development Funds. Subsequent years will be subject to City Council’s approval of budget appropriations.
