DISCUSSION:

In September 2023, the Anaheim Police Department (APD) posted a Request for Proposal (RFP) through its online solicitation portal for a contract with an experienced management consultant to conduct a comprehensive strategic, department-wide staffing study for APD. The purpose of the study is to evaluate the Police Department’s existing staffing, organization structure, operational processes, and identify staffing and operational contemporary best practices, and produce a comprehensive report that will aid in the development of the Department’s strategic plan. The project's desired outcome is to roadmap an optimal high-performing organization, including staffing levels, assignments, effective use of civilian and sworn staff, deployment schedules, and workflows to provide the most cost-effective, high-quality police services to the community in a sustainable manner for the long term. The vendor will provide monthly status reports and in May 2024, they will provide draft copies of the final report with recommendations for review by department staff. Once the final report is received, the Department will assess and review, and develop an implementation plan based on priorities and needs that are within the city’s financial means.

The City received 10 responsive proposals, which were evaluated in accordance with Council Policy 4.1. This evaluation involved ranking each proposal based on the following criteria:
