Urban Area Security Initiative (UASI) grant funds will be used to purchase 40 night vision devices and the associated helmet mounts for JHAT and SWAT from three Orange County Police agencies. These upgraded devices will provide the teams with white phosphor NVG technology, which allows users to see more features with more detail in lower or no light conditions with considerably more physiological efficiency than the current outdated green phosphor NVGs. The white phosphor NVG technology will enhance searches, detection, screening and threat assessment. Per Assembly Bill No. 481, the binocular night vision devices are not military equipment under California law and, therefore, are not encompassed by the City’s Military Equipment Policy.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s restricted Urban Area Security Initiative (UASI) grant budget in Fiscal Year 2023/24. There is no local match requirement.

Jered Rakosky Rick P. Armendariz
