CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: JANUARY 9, 2024
FROM: PUBLIC WORKS DEPARTMENT
SUBJECT: ACCEPTANCE OF CALTRANS SUSTAINABLE COMMUNITIES GRANT AWARD TO UPDATE THE CITY OF ANAHEIM’S
TRANSIT MASTER PLAN
ATTACHMENT (Y/N): YES ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution:
1) Ratify and approve the actions of the Director of Public Works, or designee, in submitting a grant application to Caltrans for the Sustainable Communities Grant Award (Grant), in the amount of $400,000 to prepare an update of the City of Anaheim’s Transit Master Plan;
2) Authorize the Public Works Director, or his designee, to execute all required Grant documents to accept the grant funds; and
3) Increase the Public Works Department’s FY 2023/24 revenue and expenditure budgets; and, determine that these actions are exempt from the California Environmental Quality Act (CEQA) pursuant to guideline section 15306.
DISCUSSION:
On August 31, 2023, the California Department of Transportation (Caltrans) awarded the City of Anaheim $400,000 in Sustainable Communities grant funds, as part of SB 1 The Road Repair and Accountability Act of 2017. These funds will be used to update the City’s Transit Master Plan, which was last updated in 2007. A required local match in the amount of $51,824 (in Public Works’ funds) will be provided to cover the total project cost of $451,824.
This planning effort is proposed to be prepared as a collaborative effort with area stakeholders and is intended to identify ways to improve, coordinate, optimize, and plan for future transit service needs in Anaheim. First, the technical team will assess and evaluate current transit systems operating in the City. Next, outreach will be initiated with key stakeholders in order to gather feedback on existing services and to identify emerging and future transit needs. The technical team will then evaluate input from these efforts and develop recommendations for system optimization and improvement.
Acceptance of Caltrans Sustainable Communities Grant Award to Update the City of Anaheim’s Transit Master Plan January 9, 2024
To ensure that study recommendations are consistent with state, regional, and county transportation plans, the City will partner with the Southern California Association of Governments (SCAG), the Orange County Transportation Authority (OCTA), the Anaheim Transportation Network (ATN), Metrolink, and the LOSSAN Rail Corridor Agency.
The Study is anticipated to begin in early 2024 after Caltrans executes a final agreement with the City. The Final Report is currently scheduled for completion in March 2026.
The receipt of this funding requires a City Council resolution stating the grant’s project title and the title of the person authorized to enter into a contract with Caltrans.
The receipt of this grant award is exempt from CEQA under guidelines Section 15306, which pertains to information gathering purposes leading to an action that a public agency has not yet approved, adopted or funded. Should the City propose to implement any improvements identified in the Plan, the City will seek future funding opportunities, including potential Anaheim Tourism Improvement District (ATID) funds or other grant opportunities, and prepare appropriate environmental analysis for those capital projects.
IMPACT ON BUDGET:
The Public Works Department’s FY 2023/24 revenue and expenditure budgets will be increased by $400,000 in restricted grant funds. The required match will be provided by in-kind labor available in the Department’s General Fund budget.
Respectfully submitted,
Rudy Emami
Director of Public Works
