Recommendations
CITY COUNCIL WORKSHOP – DEC. 12, 2023
1. Branding & Identity
Background:
• Brookhurst (Little Arabia, in particular) is a destination, drawing visitors from across the region and beyond. • It also provides amenities and services to the local neighborhoods that it adjoins. • Yet, it lacks a sense of place and arrival. It provides few visual cues and markers to indicate its physical presence or its national significance.
IDEAS TO EXPLORE:
• Coordinate with Caltrans to install a Little Arabia sign along the 5-Freeway • Encourage businesses to display bilingual signage
• Identify Brookhurst in the Citywide Public Arts Plan
• Establish a Brookhurst street banners program
Freeway signage (Little Saigon) District street banners (Japantown) Bilingual business signage (Little Arabia)
CITY COUNCIL WORKSHOP – DEC. 12, 2023
1. Branding & Identity (cont’d)
IDEAS TO EXPLORE (cont’d):
• Design a thoughtful arrival experience
Brookhurst (before) Conceptual sketch of a reimagined Brookhurst (after) CITY COUNCIL WORKSHOP – DEC. 12, 2023
2. Regional Partnerships
Background:
• Brookhurst has emerged as Orange County’s preeminent corridor of multi-cultural diversity. • Along its 16 miles, it hosts 3 cultural districts - Little Arabia in Anaheim, Little Saigon in Westminster, OC Koreatown in Garden Grove. • Brookhurst presents a unique opportunity to explore inter-jurisdictional, multi-cultural partnerships.
IDEAS TO EXPLORE:
• Establish cross-marketing arrangements with local arts, cultural, entertainment and visitor-serving organizations • Establish inter-jurisdictional partnerships to position Brookhurst as Orange County’s Multicultural Corridor • Lobby for the creation of Countywide Arts and Cultural Corridors Plan Little Arabia

CITY COUNCIL WORKSHOP – DEC. 12, 2023
3. Events and Celebrations
Background:
• Little Arabia is a major cultural destination in the region. • It is supplemented by a diverse set of additional ethno-cultural businesses representing numerous locations across the world. • This is a rare and notable clustering of uses across the region (and the nation) and its uniqueness is deserving of celebration.
IDEAS TO EXPLORE:
• Allow for temporary installations of future improvements • Host the Little Arabia Night Market
Food and Vendors from the 2023 Islamic Night Market in Anaheim (LA Times) Temporary installation of Sunset Triangle Plaza (Los Angeles) CITY COUNCIL WORKSHOP – DEC. 12, 2023
3. Events and Celebrations (cont’d)
IDEAS TO EXPLORE (cont’d):
• Host the Brookhurst Food Festival

4. Street Beautification
Background:
• Brookhurst is often characterized as an aging corridor. • Its designation as a major arterial highway requires prioritization of automobile convenience over that of pedestrians and bicyclists. • Recent improvements have occurred but have not addressed the commercial heart of the corridor.
IDEAS TO EXPLORE:
• Establish a Brookhurst Street Master Plan to comprehensively plan for improvements in the public realm • Update the City’s 2001 Master Street Tree Plan to better address Brookhurst’s cultural identity and shading needs • Continue the landscaped median from the 5-Freeway to Ball Rd Recent street improvements at the north and south ends of Brookhurst include a planted median and widened/landscaped sidewalks CITY COUNCIL WORKSHOP – DEC. 12, 2023
5. Pedestrian & Bicycle Safety
Background:
• Brookhurst is not designed to prioritize the safety, comfort, and convenience of pedestrians or bicyclists. • Crossing is unsafe and inconvenient because the street is too wide, opportunities to cross are distant, and crossing times insufficient. • The existing bike lane offers no protection against traffic. It is rarely used where bicyclists prefer the sidewalk.
IDEAS TO EXPLORE:
• Upgrade all pedestrian facilities to be ADA-compliant • Add decorative pedestrian-scaled lighting
• Install pedestrian safety countermeasures (LPIs, bulb-outs, continental crosswalks, median refuge islands) • Introduce new pedestrian crossings at strategic locations • Introduce bike infrastructure, reconfigure the existing bike lane as a protected/separated Class IV bikeway (see #6) Leading Pedestrian Interval (Long Beach) Pedestrian Lighting (Anaheim) Refuge Island (West Hollywood)
Bulb-Outs (Burbank)
CITY COUNCIL WORKSHOP – DEC. 12, 2023
6. Reconfigure Brookhurst
IDEAS TO EXPLORE:
• Re-designate a portion of Brookhurst from a “Major Arterial Highway” to a “Primary Arterial Highway.” Background:
• OCTA designates Brookhurst Street as a “Major Arterial Highway.” • Brookhurst functions as two disjointed halves, rather than one cohesive destination/place. • Wide street makes it difficult and dangerous for pedestrians to cross. • Vehicles are encouraged to speed given minimal disruptions (lack of median, street trees, and street life). • Residual space for the public realm is inadequate for vibrant street life.

CITY COUNCIL WORKSHOP – DEC. 12, 2023
7. Development Regulations
Background:
• Patterns of development along Brookhurst are a result of pre-incorporation County regulations and subsequent post-annexation regulations. • Brookhurst is currently regulated by the Brookhurst Commercial Corridor Overlay Zone (BCCOZ). • Development is predominately auto- oriented with wide setbacks and uses disengaged from the street. • Current regulations do not consider the multi-cultural significance of the corridor and the presence of Little Arabia.
IDEAS TO EXPLORE:
• Update the Brookhurst Commercial Corridor Overlay Zone (BCCOZ) • Establish Design Guidelines
• Reconcile conflicting underlying zoning and General Plan land use designations EXISTING BCCOZ REGULATIONS TO UPDATE:
• Delineation of boundaries (18.22.030) - Update for parcels with frontage on Brookhurst • Legal nonconforming uses (18.22.040.020) – Keep as is • Driveway openings (18.22.050.0101) – Keep as is
• Minimum street frontage (18.22.050.0102) – Keep as is • Street trees and planting (18.22.050.020) – Update as part of Brookhurst Street Master Plan • Residential uses (18.22.060) – Update to allow residential uses without CUP per State law • O-L Zone uses (18.22.070) – Keep as is
• C-G Zone uses (18.22.080) – Keep as is
• Sign standards (18.22.090) – Keep as is
NEW REGULATIONS TO INCLUDE IN BCCOZ:
• Outdoor dining
• Dedications and improvements of the public ROW
• Publicly accessible open spaces
• Active ground floor uses
CITY COUNCIL WORKSHOP – DEC. 12, 2023
8. Little Arabia Extents
Background
• In August 2022, City Council approved the designation of Little Arabia as the stretch of Brookhurst from Broadway to Ball. • Over 100 businesses that self-identify as Arab or MENA are located along the entire length of Brookhurst. • The majority of Arab or MENA businesses (70%) lie between Broadway and Ball.
CITY COUNCIL WORKSHOP – DEC. 12, 2023
8. Little Arabia Extents (cont’d)
IDEAS TO EXPLORE:
• Initially, expand designation slightly south of Ball to include Altayebat Market.

9. Little Arabia Designation
Background
• City’s Council designation of Little Arabia was approved without an associated regulatory framework or indication of the kind of designation. • Further formalization and recognition of the district will allow Little Arabia a clear path forward.
IDEAS TO EXPLORE
• Include Little Arabia in the City’s current Strategic Plan efforts • Establish a cultural districts program for the City of Anaheim • Formalize Little Arabia as a cultural district as part of the new citywide cultural district program • Eventually, submit Little Arabia for designation as a California Cultural District, if/when the program returns 2023 Anaheim Strategic Plan
Case Study: City of San Francisco’s
Cultural Districts Program
Recognizing a total of 10 cultural districts like
Japantown and the SoMa Pilipina Filipino Cultural
District, San Francisco’s Cultural District
Program was established in 2018 and is funded through
hotel tax revenues. The program relies on a robust
community engagement process to create a strategic
plan to fulfill a cultural district’s vision and goals.
CITY COUNCIL WORKSHOP – DEC. 12, 2023
10. Operations & Management
Background
• Businesses and residents have repeatedly highlighted issues of trash, dumping, and illegal vending. • Delayed response of municipal services is furthered by confusion resulting from jurisdictional issues around unincorporated County island • Focused investment in the public realm to address immediate needs (“low-hanging fruit”) can go a long way in sustaining long-term success
IDEAS TO EXPLORE
• Establish a Brookhurst Task Force/Steering Committee
• Provide small- and local-business support
• Begin the process to establish a Business Improvement District (BID) BID staff can provide safety and maintenance services (Los Angeles)
BUSINESS IMPROVEMENT DISTRICT (BID)
PBIA (Merchant Assessment Area) PBID (Property Assessment District) • Authorized by 1989 Parking and Business
Improvement Area Law.
• Self-assessments by businesses within an area.
• Authorized by 1994 Property and Business
Improvement District Law.
• Self-assessments by properties within a district.
Approval of more than 50% of business/property stakeholders is required. or
