CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: JANUARY 23, 2024
FROM: POLICE DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH BRIAN

LEIST, DBA KAISER PRECISION LLC, FOR THE
ADMINISTRATION OF THE POLICE DEPARTMENT’S

FIREARMS PROGRAM
ATTACHMENT (Y/N): YES ITEM # 15
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive Council Policy 4.1 and approve the agreement between the City of Anaheim and Brian Leist, dba Kaiser Precision LLC, in an amount not to exceed $150,000, for specialty services to assist in the administration of the Police Department’s firearms program, and authorize the Chief of Police, or designee, to execute and administer the agreement.

DISCUSSION:

The proposed contract seeks to augment our existing weapons proficiency and training efforts by leveraging the expertise and support of a consultant specializing in weapons and training strategies. The consultant has over 25 years of experience in law enforcement with the Anaheim Police Department, specializing in training, tactics, and firearms. The consultant is highly knowledgeable about the Anaheim Police Department’s policies, procedures, and standards related to firearms. This consultant will work collaboratively with our leadership, providing valuable insights, guidance, and implementation strategies to fortify needs within our department. The use of this consultant in the Police Range will reduce the need to assign additional sworn officers to work in the range, thus allowing additional officers to be deployed in our community.

The Consultants duties include:
 Assisting in the duties of Range Master and Armorer
 Rifle Transition Project
 Academy and new officer instruction
 Firearms instruction
 Manage sworn retiree conceal carry range certification  Additional topics as deemed necessary by the Anaheim Police Department In summary, the implementation of this Agreement will yield tangible benefits, including outfitting officers with improved firearm platforms and improved training for our officers. The consultant will, among other duties, finish the transition of outfitting all Agreement with Brian Leist, dba Kaiser Precision LLC

department rifles and handguns with new optics and lighting systems. The staff recommends approving and supporting this initiative to further our City's commitment to fostering a safe and harmonious environment for all residents. The department has begun a transition to upgrade the department’s weapons systems. This transition is time- sensitive and requires professional modifications to firearms systems, such as removing and installing new sights, adding lights, and other modifications. Since the consultant is familiar with the work that is needed, is certified by the firearms manufacturer to work on the weapons, and can dedicate 100% of his time to completing this project as quickly as possible, the department recommends Council Policy 4.1 be waived.

IMPACT ON BUDGET:

Sufficient funds are available in the Police Department’s FY 2023/24 General Fund budget. Subsequent years will be subject to City Council approval of appropriations.

Respectfully submitted,
Rick P. Armendariz
Chief of Police
