CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JANUARY 23, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: SUBMITTAL OF MEASURE M2 PROJECT V (COMMUNITY-

BASED TRANSIT/CIRCULATORS) FUNDING APPLICATION

TO ORANGE COUNTY TRANSPORTATION AUTHORITY
ATTACHMENT (Y/N): YES ITEM # 19
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, approve the submittal of a grant application for funding under the Orange County Transportation Authority (OCTA) Measure M2 Project V (Community-Based Transit/Circulators) program for the Anaheim Canyon Circulator project; as more fully set forth in the Resolution; authorize the Public Works Director, or his designee, to take actions necessary to obtain the grant; and, if awarded, authorize the acceptance and management of such grant on behalf of the City, authorize the Public Works Director, or his designee, to enter into a subrecipient agreement with the vendor selected through a competitive procurement process to implement and operate the service, and increase the revenue and expenditure appropriations by a commensurate amount in the applicable fiscal year.

DISCUSSION:

On November 13, 2023, the OCTA Board of Directors approved the Measure M2 Project V Community-Based Transit/Circulators Call for Projects Guidelines and issued a Call for Projects. This latest call is an extension of the existing grant previously awarded to the City of Anaheim in 2020. This competitive program provides funding for local agencies to develop community based local transit services that complement regional transit services, and provide safe, clean, and convenient service to meet transportation needs in areas not adequately serviced by regional transit. The program provides funds for a seven-year period. As part of the grant, OCTA would provide up to 90% of capital, operating and maintenance funding required to support existing bus circulator services. Local jurisdictions are required to contribute a minimum of 10% towards these costs, with higher percentages of local share funding encouraged.

The City currently has an existing rail feeder service between the Anaheim Canyon Station, Downtown Anaheim and the Anaheim Resort. This service uses two fully electric buses to meet four trains in the morning at Canyon Station and three trains in the afternoon. It provides a critical link from Metrolink’s Inland Empire/Orange County Submittal of Measure M2 Project V (Community-Based Transit/Circulators) Funding Application to Orange County Transportation Authority January 23, 2024

(IEOC) Rail Line to employment centers located along the Anaheim Canyon Circulator Route, including The Anaheim Resort and Disneyland Resort, Kaiser Permanente Anaheim Medical Center, Anaheim City Hall, and Republic Services. It also provides a connection to the Downtown Community Senior Center and several schools.

This service operates under a sub-recipient agreement and is presently funded through OCTA Measure M2 Project V funds until FY 2028/29. City staff recommends submittal of a grant application to OCTA to continue this existing service from Anaheim Canyon Station to Downtown Anaheim. The proposed grant, seeking approximately $350,000 in funding, would extend current services by an additional two years through FY 2030/31. The grant requires a local match of 10% (about $35,000). The City’s local match would come from the General Fund.

In accordance with the new OCTA guidelines, to continue operations using OCTA Measure Project V funding, the City will initiate a competitive procurement process to select a service provider by 2026.

Support for this project is anticipated from Metrolink, the Downtown Anaheim Association, Kaiser Permanente Medical Center, L3Harris Interstate Electronics Corporation, and Providence St. Joseph’s Medical Group.

The grant applications are due to OCTA by January 25, 2024. OCTA staff anticipates making a recommendation to the OCTA Board in Spring 2024.

IMPACT ON BUDGET:

If the grant is awarded, the Public Works budget will be amended accordingly. All operating costs are proposed to be paid by restricted transportation funds. The City’s 10% match will be paid from the General Fund.

Respectfully submitted,
Rudy Emami
Director of Public Works
