ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion,
1) Waive the sealed bid requirement of Council Policy 4.0 and approve Amendment No. 1 to Master Agreement Purchase Order with CalAmp Wireless Networks Corporation (CalAmp) for Automatic Vehicle Location (AVL) solution services, in an amount not to exceed $37,316.04, extending the term for a one-year period (inclusive of 8-months of completed service) beginning June 1, 2023 through May 31, 2024, with four one-year renewals; and
2) Authorize the Purchasing Agent, or their designee, to execute the Amendment and all contractual documents as necessary and exercise the renewals, subject to available budget appropriations.

DISCUSSION:

The City of Anaheim maintains a large and diverse fleet of vehicles responsible for delivering a wide array of services to the residents, business owners and visitors that populate the City each day. At this time, the majority of vehicles in the City’s fleet are tracked via 3G wireless modems that transmit the vehicles’ location to the Public Works Department as well as the City’s GIS Division. AVL data provides a critical means of asset location in case of emergency. The data is also used to improve service delivery through route optimization and assist in the resolution of public inquiries.

All major cellular carriers have informed the City that 3G service is to be considered end-of-life and could be decommissioned at any time. Any legacy 3G devices utilized by the City will become obsolete when that day arrives. In order to maintain current operations, it is necessary to equip participating vehicles with an updated AVL solution compatible with more advanced cellular networks.

To fulfill this need, the Finance Department issued a Request for Proposal (RFP) in January 2020 seeking an updated AVL solution with the capability of providing Approve an Amendment with CalAmp Wireless Networks Corporation for Lease of Automatic Vehicle Location Devices January 23, 2024

expanded telematics data to the City. The procurement process was interrupted by the Coronavirus pandemic, and no award was made for the replacement AVL system.

However, the need for a replacement AVL system remained, and in May 2021 the City Council approved an agreement with CalAmp to provide this system. The initial term of the agreement was for two years to ascertain the effectiveness of the services. Staff believes it is in the best interest of the City to continue using the services of CalAmp as the system is meeting the needs of our operations.

CalAmp’s AVL platform is a subscription-based service that fulfills the City’s current operational needs while eliminating capital costs associated with purchasing replacement modems. CalAmp’s fees are assessed on a per-vehicle basis, and include the AVL device, installation, warranty, unlimited software access, wireless data, training and support. The agreement provides subscriptions for 156 vehicles at a cost of approximately $3,100 per month.

CalAmp is an Irvine-based company recognized as a leader in the manufacturing and implementation of AVL systems that include the collection of vehicle telematics data.

CalAmp has a strong portfolio of municipal government clients and has demonstrated extensive experience with vehicle fleets of similar size and complexity to the City’s.

The proposed agreement extension will allow the City to continue the delivery of services without an interruption to current AVL capabilities, while also providing an enhanced telematics platform capable of delivering operational efficiencies and improved management of City fleet vehicles.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2023/24 budget, within the Motorized Equipment Fund. Funding for subsequent years will be subject to City Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Jered Rakosky Rudy Emami
