CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: FEBRUARY 13, 2024
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: AGREEMENT WITH OCCUPATIONAL HEALTH CENTERS OF

CALIFORNIA DBA CONCENTRA FOR OCCUPATIONAL

HEALTH SERVICES
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve an agreement between the City of Anaheim and Occupational Health Centers of California dba Concentra Medical Centers (Concentra), in an annual not-to-exceed amount of $224,235, to provide occupational health examinations and other services for City of Anaheim (City) employees in compliance with the State of California Division of Occupational Safety and Health (Cal/OSHA) and Department of Transportation (DOT) regulations, for a one-year term with four one-year extensions, and authorize the Human Resources Director, or designee, to execute, implement, and administer the agreement and any renewal options.

DISCUSSION:

The Human Resources Department requires the services of a medical services provider to administer employee occupational health services including medical examinations required to maintain a commercial driver’s license; Hepatitis A and B vaccinations; blood lead level testing; audiograms; and other medical services to comply with Cal/OSHA and DOT regulations.

A Request for Proposals (RFP) for occupational health services was posted and viewed by 22 prospective bidders. Three (3) proposals were received and evaluated based on the vendor’s ability to perform the scope of work, technical ability and qualifications, and cost of proposed services. Following evaluation, the proposal submitted by Concentra was selected to move forward.

Concentra has demonstrated the requisite experience the City seeks, and currently provides occupational health services to many large and small employers, including the County of Orange, United Parcel Service, and H&S Ventures, LLC. Attached to this staff report is the proposed agreement recommended for approval by the City Council.

The agreement provides payment for actual services rendered monthly. There is a 3% escalation in fees to address potential cost increases associated with services provided.

In addition to ensuring compliance with the Cal/OSHA and DOT minimum requirements, this agreement also allows for City employees who work in assignments with an increased risk of exposure to Hepatitis A to voluntarily participate in Hepatitis A vaccinations.

IMPACT ON BUDGET:

Sufficient funds have been budgeted for Fiscal Year 2023/24. Funding for future years will be included in the respective operating departments’ proposed budgets for City Council approval.

Respectfully submitted,
Linda N. Andal
Director of Human Resources
