CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: FEBRUARY 13, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: RESOLUTION AUTHORIZING SUBMISSION OF A GRANT
APPLICATION FOR BALL ROAD CORRIDOR REGIONAL
TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM
ATTACHMENT (Y/N): YES ITEM # 18
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, authorize the Director of Public Works, or designee, to submit a grant application on behalf of the City of Anaheim to the Orange County Transportation Authority (OCTA) for funding under the M2 Regional Traffic Signal Synchronization Program (RTSSP) for the Ball Road Traffic Signal Synchronization Project; and if awarded, authorize the acceptance of such grant funds on behalf of the City, amend the budget accordingly; and determine the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15004(b)(4), 15060(c)(2)-(3), 15061(b)(3), 15352(a), and 15378(b) of Title 14 of the California Code of Regulations.
DISCUSSION:
On November 7, 2006, Orange County voters approved the renewal of the Measure M one-half cent sales tax for transportation improvements. Measure M was originally passed in 1990 (M1) with a sunset in 2011. With the approval of Renewed Measure M (M2) in 2006, the voters agreed to the continued investment of local tax dollars in Orange County’s transportation infrastructure for another thirty years to 2041.
The City of Anaheim will be the project manager for the Ball Road Traffic Signal Synchronization Project in partnership with Caltrans and the City of Orange. If selected, the project will fund the upgrade of signal systems and synchronize 37 traffic signals on Ball Road from Knott Avenue in the City of Anaheim, to Tustin Avenue in the City of Orange.
A Council resolution authorizing the request for funding consideration and a commitment to match funding for each project from local sources must be provided to be eligible for M2 funding. The City is matching funds with capital project funds and in- kind staff labor as required.
Resolution Authorizing Submission of a Grant Application for Ball Road Corridor Regional Traffic Signal Synchronization Program February 13, 2024
ENVIRONMENTAL DETERMINATION:
The grant application submission, receipt of the award and implementation of the grant projects is exempt from CEQA pursuant to Sections 15004(b)(4), 15060(c)(2)-(3), 15061(b)(3), 15352(a), and 15378(b) of Title 14 of the California Code of Regulations as this project will not cause a significant effect on the environment.
IMPACT ON BUDGET:
The Project is using Renewed M2 funds. Anaheim’s share of the total project is estimated to be $1,634,567 of which OCTA will fund $1,307,654 through the grant, and a required match of $326,913 from City restricted transportation funds. If the grant is awarded, the Public Works budget will be amended accordingly.
There is no impact on the General Fund.
Respectfully submitted,
Rudy Emami
Director of Public Works
