CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: FEBRUARY 13, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BIDS FOR UPFITTING SERVICES FOR
POLICE VEHICLES
ATTACHMENT (Y/N): NO ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, accept the bids from Airwave Communications Ent., Inc., West Coast Lights & Sirens, Inc., and Commline, Inc., in a combined amount of $1,259,839.38 plus applicable sales tax, to perform upfitting services for police patrol vehicles on an as-needed basis, for a one-year period with up to four one-year optional renewal periods and authorize the Purchasing Agent to execute the renewal options, all in accordance with Bid# 9754.
DISCUSSION:
The Purchasing Division posted Request for Bids #9754 on the City’s bid portal. Sealed bids were received by January 10, 2024, from the following vendors and were publicly opened immediately thereafter.
Bidder Total Bid
Airwave Communications Ent., Inc. $ 1,115,291.96
Los Angeles, CA
West Coast Lights & Sirens, Inc. $ 1,276,884.42
Riverside, CA
Commline, Inc. $ 1,387,341.76
Gardena, CA
The bid was based on upfitting an estimated annual number of 62 new police patrol vehicles to make them fit for service. Bidders were to provide a fixed lump sum price per vehicle for a complete upfit to include but not limited to labor, all new required parts, and transportation to and from the City fleet yard. A fixed hourly labor rate and material mark-up percentage was also requested for any other as-needed vehicle-upfit service required for City fleet vehicles.
Acceptance of Bids for Upfitting Services for Police Vehicles February 13, 2024
Fleet services traditionally provide this service for police vehicles to meet Anaheim Police Department specifications, however, due to the large volume of vehicles anticipated to be acquired, limited resources, and the immediate need to replace damaged and deteriorated older patrol units, the three bidders are recommended for award to establish multiple sources that can accommodate multiple vehicles and thus expedite service. The combined amount is based on the average of the bid totals from the three recommended vendors.
The term of each agreement will be for one-year with up to four optional one-year renewal periods. Unit pricing will be fixed for the initial one-year term and will be negotiated each year of the renewal periods but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the most recent available month period. In the event that prices increase beyond the CPI, vendors must provide verifiable evidence to support the requested increase. It will be at the sole discretion of the City to accept or reject such an increase.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2023/24 budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Jered Rakosky Rudy Emami
Purchasing Agent Public Works Director
