RECOMMENDATION:
That the City Council, by Resolution, ratify and approve the submittal of a grant application to the California State Library for the Haskett Makerspace and Media Lab Project; authorize the Community Services Director to accept such funding on behalf of the City and act as the Agent of the City on all matters concerning the grant program; determine that these actions are exempt from the California Environmental Quality Act (CEQA) pursuant to guideline Section 15306 of Title 14 of California Code of Regulations; and increase the Community Services Department’s budget accordingly for the fiscal year in which grant funds are awarded by $300,000.
DISCUSSION:
On December 7, 2023, the Anaheim Public Library applied for $300,000 in targeted grant funding from Assembly Bill 102 (AB 102) secured by Assemblywoman Sharon Quirk-Silva for the construction of the Haskett Makerspace and Media Lab. On January 9, 2024, the Anaheim Public Library received notification that they were awarded $300,000 in grant funding to be administered by the California State Library.
With a population of approximately 350,000 people of diverse ethnic backgrounds, the Anaheim Public Library strives to meet the needs of various groups. The Haskett Branch Library of the Anaheim Public Library system is designing a Makerspace and Media Lab where residents can have the opportunity to be creative, collaborative, and ensure lifelong learning. The Makerspace will provide designing and manufacturing tools for the Anaheim community; the Media Lab will facilitate a space to record music, create videos and podcasts, and digitalize photos, videos, and sound recordings. These state-of-the art spaces will offer residents a learning experience while connecting them to a professional industry.
In particular, the spaces will help meet the need for learning experiences with an emphasis on connecting to career paths and professional industries, and preserving and sharing of stories with families and their communities. skills. Through community conversations and research, the community has expressed the need for intergenerational programs that build community, provide opportunities to learn new skills, and have a space to contribute and feel valued.
Staff recommends approval of this one-time State funding, submitted by Assemblywoman Quirk-Silva, to support the planned construction of the Haskett Branch Library Makerspace and Media Lab to serve the residents of City of Anaheim.
ENVIRONMENTAL REVIEW:
The Department recommends that the City Council determine that these actions are categorically exempt from CEQA under guideline section 15306 (Class 6), which pertains to information gathering purposes leading to an action that a public agency has not yet approved, adopted, or funded.
IMPACT ON BUDGET:
The action will increase the Community Services Department’s FY 2023/2024 Library Grants Budget by $300,000.
