RECOMMENDATION:
That the City Council, by Ordinance, amend certain sections of Chapter 1.09 of Title 1 of the Anaheim Municipal Code imposing restrictions on loans to, and the retirement of outstanding debt incurred by, candidates and candidate controlled committees, which include limits on the amount that candidates may lend to their campaigns, and set a limit for candidates to retire their campaign debt to 12 months following the election.
DISCUSSION:
On February 13, 2024, the City Council introduced an ordinance, as amended, removing the requirement of notice of independent expenditure communications to be submitted to other candidates and the City prior to publication or distribution, all remaining provisions remained as presented (Attachment No. 3, February 13, 2024 Staff Report).
If adopted, the ordinance will become effective in 30 days.
IMPACT ON THE BUDGET:
There is no budgetary impact.
