CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: FEBRUARY 27, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: EUCLID STREET CORRIDOR TRAFFIC SIGNAL

SYNCHRONIZATION PROJECT COOPERATIVE

AGREEMENT WITH CITIES OF LA HABRA, FULLERTON,

GARDEN GROVE, SANTA ANA, AND FOUNTAIN VALLEY
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve Cooperative Agreement No. 2024-1 between the city of Anaheim and the cities of La Habra, Fullerton, Garden Grove, Santa Ana, and Fountain Valley to implement traffic signal synchronization on Euclid Street from the intersection of Euclid Street and La Habra Boulevard in the city of La Habra to Euclid Street and I-405 Southbound Ramps in the city of Fountain Valley, for a term through December 31, 2028 and authorize a cost match in an amount not to exceed $230,230.

DISCUSSION:

The partner agencies were successful in competing for $5,807,142.50 in grant funding for FY 22/23 through the OCTA Measure M2 Traffic Signal Synchronization Program, receiving $4,645,714 in grant funding with the minimum matching funds of 20% funded by the participating agencies for their portion of the project. On May 9, 2022, the OCTA Board of Directors voted to approve the funding allocation for M2 Project P applications and the city of La Habra agreed to act as lead agency in project implementation. The project known as the Euclid Street Traffic Signal Synchronization Project (Project) will synchronize 69 signalized intersections along Euclid Street from the intersection of Euclid Street and La Habra Boulevard in the city of La Habra to Euclid Street going through the cities of Fullerton, Anaheim, Garden Grove, Santa Ana and ending at I-405 Southbound Ramps in the city of Fountain Valley. 32 traffic signals in Anaheim will require engineering, construction, and maintenance services totaling $1,080,700; $864,560 will be funded by M2 grant funding, and $216,140 will be the city’s required 20% cost match.

This Project will implement signal synchronization, also known as signal coordination, for 32 signals along Euclid Street and adjacent intersections in Anaheim. The Project will integrate a combination of fiber optic and communications devices and specific traffic signal designs, software, and programs to maximize traffic flow at different times of the day. It is not always possible to hit a green light at every intersection, however, traffic signal synchronization coordinates signals according to known congestion levels, allowing you to travel farther in less Euclid Street Traffic Signal Synchronization Project Cooperative Agreement with the Cities of La Habra, Fullerton, Garden Grove, Santa Ana and Fountain Valley

time by reducing stops. The Project will increase throughput, improve fuel economy, reduce vehicle delay and travel times, and reduce vehicle emissions. Similar projects by Public Works and OCTA have yielded 15-20% reduction in travel times. La Habra will act as lead agency and requires a formal cooperative agreement with the city of Anaheim to implement the Project.

IMPACT ON BUDGET:

Sufficient funding is available in the Public Works Department’s FY 2023/24 budget from restricted transportation funds.

Respectfully submitted,
Rudy Emami
Director of Public Works
