CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: FEBRUARY 27, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: AWARD AGREEMENT FOR PARKING ENFORCEMENT
SERVICES FOR STREET SWEEPING
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1) Award a two-year agreement with Universal Protection Service, LP dba Allied Universal Security Services (Allied), in an amount not to exceed $680,142.19 per year plus a 20% contingency, for street-sweeping parking enforcement services; 2) Authorize the Purchasing Agent, or their designee, to exercise agreement renewals for up to three additional one-year periods, subject to available budget appropriations; and
3) Authorize the Purchasing Agent, or their designee, to execute documents, as necessary, related to the agreement.
DISCUSSION:
The Purchasing Division posted Request for Bids #9740 for street-sweeping parking enforcement services on the city’s bid portal on November 27, 2023. Three responsive bids were received by the December 27, 2023 due date from the following vendors:
Bidder Total Bid
Universal Protection Service, LP $ 680,142.19
Irvine, CA
Inter-Con Security Systems, Inc. $ 703,045.96
Pasadena, CA
SP Plus Corporation $ 745,553.18
Los Angeles, CA
Select Security Services Non-responsive
Woodland Hills, CA
Acceptance of Bid for Parking Enforcement Services for Street Sweeping February 27, 2024
Valus Security Non-responsive
Anaheim, CA
The bids were based on providing an estimated 16,367 hours of parking enforcement services per year to cover approximately 65,600 total street sweeping miles. These services help enforce the Municipal Code 14.32.500, “Parking Restricted to Facilitate Street Sweeping,” wherein security personnel trail city street sweepers and issue parking citations to vehicles in violation of posted parking restrictions. Proper parking enforcement is required to help enable street sweeping to be conducted throughout the city. Allied is the city’s current service provider and has provided acceptable services for parking enforcement. They are being recommended for award accordingly.
The term of the agreement will be for an initial two-year period with up to three one- year optional renewals; prices must remain fixed for the first two years. Pricing for the renewal periods for all cost components other than direct labor shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the most recent available month. Increases in direct labor shall also be negotiated limiting any change to the CPI or up to the actual amount of any increase in the minimum wage, whichever is greater.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2023/24 budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Jered Rakosky Rudy Emami
