RECOMMENDATION:
That the City Council, by Motion:
1) Award a one-year agreement with American Freedom Security, LLC, in an amount not to exceed $37,030 plus a 20% contingency for as-needed unarmed security guard services;
2) Authorize the Purchasing Agent, or their designee, to exercise agreement renewals for up to four additional one-year periods, subject to available budget appropriations; and
3) Authorize the Purchasing Agent, or their designee, to execute documents, as necessary, related to the agreement.
DISCUSSION:
The Purchasing Division posted Request for Bids #9763 for on-call unarmed security guard services at events on the city’s bid portal on December 22, 2023. 19 bids were received by the January 22, 2024 due date from the following vendors:

Acceptance of Bid for Unarmed Security Guard Services for Special Events February 27, 2024
The Community Services Department and Convention Center host special events throughout the year. The solicitation was based on the annual estimated hours for on-call unarmed security guard services to provide for the safety of guests and employees during these events. Each security guard and supervisor must meet the training and certification requirements outlined in the solicitation in order to be placed on the list of approved personnel to provide the required security services to the city.
The term of the agreement will be for a one-year period with up to four one-year optional renewals. Pricing is fixed for the initial one-year base period and will be negotiated each renewal period but may not exceed the most recent available month in the Consumer Price Index (CPI) for Urban Wage Earners and Clerical Workers for the Los Angeles, Long Beach, and Anaheim, CA areas. If the vendor’s employees are being paid less than any future enacted government-mandated labor rates, the city reserves the right to raise the hourly pay rate by an equivalent amount.
IMPACT ON BUDGET:
Sufficient funds are available in the Community Services and Convention Center Department’s Fiscal Year 2023/24 Budget.
