CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: FEBRUARY 27, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: AWARD AGREEMENT FOR PURCHASE OF AIRFRAME
HELICOPTER PARTS, COMPONENTS AND LABOR
ATTACHMENT (Y/N): NO ITEM # 04
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion:
1) Waive the bidding and publication requirements of Council Policy 4.0 and award a one-year agreement with Airbus Helicopters Inc., in an amount not to exceed $350,000 plus applicable tax and a 20% contingency, to purchase airframe helicopter parts, components and labor for the Police Air Support Division; 2) Authorize the Purchasing Agent, or their designee, to exercise agreement renewals for up to four additional one-year periods, subject to available budget appropriations; and
3) Authorize the Purchasing Agent, or their designee, to execute documents, as necessary, related to the agreement.
DISCUSSION:
The Anaheim Police Air Support Division operates three Airbus Helicopters.
Maintaining the helicopter’s airworthiness continues maintenance is necessary. Airbus Helicopter is the Original Equipment Manufacturer (OEM) of airframe parts, and components. As the OEM, they have a faster turn-around time than its distributors, broader availability of products and also provide overhaul services. As a direct Airbus customer, the City would have access to their parts catalog, which would allow the placing of online orders and viewing of expected delivery times. Airbus is offering the City a five percent discount off of their published Manufacturer List Price on planned orders. Establishing an agreement with the OEM would allow the Police Air Support Division to provide continuity of a critical service.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s FY 2023/24 Narcotic Asset Forfeiture Fund. Funding for subsequent renewals will be subject to Council’s approval of budget appropriations.
Award an agreement for the purchase of airframe helicopter parts, components, and labor for the Police Air Support Division February 27, 2024
Respectfully submitted, Concurred by,
Jered Rakosky Rick P. Armendariz
Purchasing Agent Police Chief
