CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: FEBRUARY 27, 2024
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: ADOPTION OF A MEMORANDUM OF UNDERSTANDING

BETWEEN THE CITY OF ANAHEIM AND THE SERVICE
EMPLOYEES’ INTERNATIONAL UNION, UNITED SERVICE

WORKERS WEST
ATTACHMENT (Y/N): YES ITEM # 26
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, adopt a Memorandum of Understanding establishing the terms and conditions of employment for classifications represented by the Service Employees’ International Union, United Service Workers West, effective, December 22, 2023 through December 19, 2025.

DISCUSSION:

SEIU-USWW represents approximately 234 part-time employees in classifications including Alteration Worker, Cleaner/Setup Worker, Usher and Nurse that support the Anaheim Convention, Sports and Entertainment Department.

The Memorandum of Understanding (“MOU”) between the City of Anaheim and the Service Employees’ International Union, United Service Workers West (“SEIU- USWW”), expired on December 21, 2023. The City’s labor negotiator has worked under City Council authority to meet and confer with SEIU-USWW. The MOU presented for City Council consideration reflects the tentative agreement reached with SEIU-USWW on February 1, 2024.

Major provisions of the agreement include:
 Term of two years from December 22, 2023 through December 19, 2025;  To adjust to state minimum wage, address other industry minimum wage standards, and maintain differentials, a wage adjustment of 5.5% effective February 2, 2024 and 5.5% effective January 3, 2025;
 Maintain a consistent 3% differential between steps within each classification;  Create a salary differential between classifications by eliminating overlapping steps to decrease compaction and provide consistent salary growth.

The tentative agreement also provides for clarifying language or new language on other issues of employment related to job posting, sick leave, and other administrative provisions, including a comprehensive language cleanup. A redline copy of the MOU reflecting the agreed changes is included with this report.

IMPACT ON BUDGET:

The impact of the contract is estimated to be $217,060 in Fiscal Year 2023/24 and $1,334,478 over the two-year term of the agreement. Sufficient appropriations are included in the Convention, Sports and Entertainment Department’s Enterprise Fund fiscal year 2023/2024 budget to support this recommendation.

Respectfully submitted,
Linda N. Andal
Human Resources Director
