The work consists of rehabilitating the roadway by removing and re-constructing asphalt concrete, sidewalks, driveway approaches, curb and gutters, and constructing new ADA curb access ramps. The project will restore pavement surface integrity, improve ride quality, enhance the walkability of the neighborhood sidewalks, and beautify the neighborhood.

The bid from All American Asphalt is found to be favorable when compared to the engineer’s estimate, reflects the current bidding atmosphere, appears to be reasonable and is within available funding.

Construction is scheduled to begin in Spring 2024 and be completed by late Fall 2024.

Liquidated damages for this project shall be $7,000 per day.

ENVIRONMENTAL DETERMINATION:

Upon review of the California Code Regulations (CCR), staff recommends the City Council determine that the Project is Categorically Exempt from CEQA pursuant to Sections 15301, Class 1, and 15302, Class 2, of Title 14 of the CCR. Section 15301 allows for the repair, maintenance, or minor alteration of existing public improvements and Section 15302 allows for the replacement or reconstruction of existing improvements that will be on the same site and will have substantially the same purpose and capacity. The proposed street improvements will be restoring and repairing the existing roadway pavement located within existing street right-of-way with no expansion of capacity. Staff will file a CEQA Notice of Exemption (NOE) upon approval by City Council.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This project is acknowledged “Project Work” as defined in the CWA the city entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.

IMPACT ON BUDGET:

Adequate funding is available in restricted transportation funds (from Senate Bill 1) and the general fund, as part of the Public Works FY 2023/24 capital budget.

Respectfully submitted,
Rudy Emami
Director of Public Works
