CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: FEBRUARY 27, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: YORBA LINDA BOULEVARD/WEIR CANYON ROAD
CORRIDOR TRAFFIC SIGNAL SYNCHRONIZATION
PROJECT COOPERATIVE AGREEMENT WITH CITIES OF
FULLERTON, PLACENTIA, AND YORBA LINDA
ATTACHMENT (Y/N): YES ITEM # 15
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve a Cooperative Agreement between the city of Anaheim and the cities of Fullerton, Placentia, and Yorba Linda to implement traffic signal synchronization on Yorba Linda Boulevard/Weir Canyon Road from the intersection of Yorba Boulevard and State College Boulevard in the City of Fullerton to Weir Canyon Road and Oak Canyon Drive in the City of Anaheim, for a term through December 31, 2030 and authorize a cost match in the amount not to exceed $161,077.90.
DISCUSSION:
The partner agencies were successful in competing for $4,323,312 in grant funding for FY 22/23 through the OCTA Measure M2 Traffic Signal Synchronization Program, receiving $3,458,650 in grant funding with the minimum matching funds of 20% funded by the participating agencies for their portion of the project. On May 9, 2022, the OCTA Board of Directors voted to approve the funding allocation for M2 Project P applications and the city of Yorba Linda agreed to act as lead agency in project implementation. The project known as the Yorba Linda Boulevard/Weir Canyon Road Corridor Traffic Signal Synchronization Project (Project) will synchronize 47 signalized intersections along Yorba Linda Boulevard/Weir Canyon Road from the intersection of Yorba Boulevard and State College Boulevard in the city of Fullerton going through the cities of Fullerton, Placentia, and Yorba Linda and ending at Weir Canyon Road and Oak Canyon Drive in the city of Anaheim. Nine traffic signals in Anaheim will require engineering, construction, and maintenance services totaling $805,389.48; $644,311.58 will be funded by M2 grant funding, and $161,077.90 will be the City’s required 20% cost match.
This Project will implement signal synchronization, also known as signal coordination, for nine (9) Anaheim signals along Weir Canyon Road. The Project will integrate a combination of fiber optic and communications devices and specific traffic signal designs, software, and programs to maximize traffic flow at different times of the day. It is not always possible to hit a green light at every intersection, however, traffic signal synchronization coordinates signals according to known Yorba Linda Boulevard/Weir Canyon Road Corridor Traffic Signal Synchronization Project Cooperative Agreement with Cities of Fullerton, Placentia, and Yorba Linda

congestion levels, allowing you to travel farther in less time by reducing stops. The Project will increase throughput, improve fuel economy, reduce vehicle delay and travel times, and reduce vehicle emissions. Similar projects by Public Works and OCTA have yielded 15-20% reduction in travel times. Yorba Linda will act as lead agency and requires a formal cooperative agreement with the City of Anaheim to implement the Project.
IMPACT ON BUDGET:
Sufficient funding is available in the Public Works Department’s FY 2023/24 budget from restricted transportation funds.
Respectfully submitted,
Rudy Emami
Director of Public Works
