RECOMMENDATION:
That the City Council, by Motion:
1) Award one-year agreements with Pacific Towing Inc. and Archie’s Towing, in a combined amount not to exceed $146,085 plus a 20% contingency, to provide as- needed towing services for city-owned vehicles;
2) Authorize the Purchasing Agent, or their designee, to exercise agreement renewals for up to four additional one-year periods, subject to available budget appropriations; and
3) Authorize the Purchasing Agent, or their designee, to execute documents, as necessary, related to the agreements.
DISCUSSION:
The Purchasing Division posted Request for Bids #9748 for as-needed towing services for city-owned vehicles on the city’s bid portal on December 12, 2023. Five responsive bids were received by the January 5, 2024 due date from the following vendors:

*Partial bid allowed per the Request for Bids solicitation The solicitation was based on an annual estimate of towing service requests for city vehicles. The service includes the towing of automobiles, light and medium duty trucks, heavy duty trucks, specialty vehicles and equipment from various facilities to and from the city’s fleet yard as well as numerous repair locations. Pricing was also requested for various as-needed roadside services.
The top two bidders are recommended for award of agreements. Pacific Towing is the overall lowest bidder for most daytime towing services. Archie’s Towing also offers competitive pricing for some daytime towing services and will be the primary source for night and holiday towing services. Having both sources will support 24-hour coverage and ensure that towing assistance is always available to address the safe relocation of disabled or damaged city vehicles.
The terms of the agreements will be for one-year periods with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period. Pricing for the renewal periods shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index (CPI) for the Los Angeles-Long Beach-Anaheim areas for the most recent available month.
The combined not-to-exceed amount is based on the average bid total of the two recommended vendors plus a 20% contingency to cover any unforeseen required services that may arise during the term of these agreements.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2023/24 budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
